Mr. van Gelder stated notices were sent to everyone within 1000 feet of the <br />affected area. <br /> <br /> Ms. Dennis asked if a speed limit of 25 mph when children are present is <br />established, can it also be enforced by radar. <br /> <br /> Mr. van Gelder indicated it could be. He suggested a conference with the City <br />Attorney to review the state laws regarding radar enforcement. State law requires that <br />there be an engineering and traffic study to use radar and we have done a study, so staff <br />will investigate whether radar can be used based on that. He felt it was possible. <br /> <br /> Ms. Dennis asked if mdar is not used, how would that affect the police <br />department's ability to enforce the speed limit in this area. <br /> <br /> ChiefNeal indicated that in this half mile portion. the most effective way to <br />enforce the speed limit would be with mdar. It is possible to pace a vehicle with a <br />motorcycle, but radar is the most effective tool. <br /> <br /> Ms. Dennis suggested that if Council does not increase the speed limit at this <br />meeting, that the item be renoticed with a statement that radar will not be used on this <br />portion of the road, in order to get the reaction of the residents. No matter what the speed <br />limit is, if it cannot be enforced, the drivers will not pay attention to the speed limit. <br /> <br /> Mayor Tarver felt the configuration of that portion of the road makes no sense. <br />He felt staff should review alternatives for the street design before any traffic studies. <br /> <br /> Mr. van Gelder believed there was clear direction to staff. He suggested taking <br />the matter back to the Traffic Committee for review and the item not be approved at this <br />time. <br /> <br /> Mr. Pico asked how many other two lane portions of road through a residential <br />area are at 40 mph. <br /> <br /> Mr. van Gelder cited portions of Foothill Road. He indicated staff will review <br />this further for consistency, pay special attention to the residential area and work with the <br />police department to enfome the current speed limit. The good news is that this is a safe <br />road; one of the safest arterials in town. <br /> <br /> It was moved by Mr. Pico, seconded by Ms. Ayala, to table this item and <br />return it to the Traffic Committee for further discussion and recommendation. <br /> <br />Pleasanton City Council <br />Minutes <br /> <br />11 <br /> <br />10/05/99 <br /> <br /> <br />
