Ms. Mohr asked when the hydrology study would have to be done to establish the source <br />of the water. One of the dilemmas with this whole situation is resolving the true source of Ms. <br />Sorenson's water. There is also the allegation that water fights disputes are not in the <br />jurisdiction of the City Council. It seems like the starting point should be to find out where the <br />water is coming from. <br /> <br /> Mr. Roush indicated it could be required at the time a claim is filed by Ms. Sorenson, <br />depending on how much money Council wants to spend to resolve the claim. Hydrology studies <br />could cost a lot of money. <br /> <br /> Ms. Michelotti did not believe it was appropriate for the City to assume the responsibility <br />of the water pump. She believed the City should not be involved in what is basically a dispute <br />between property owners. <br /> <br /> Ms. Dennis appreciated the difficulties of Ms. Sorenson, but did not believe the current <br />request was appropriate. Council should separate the two issues of water policy and Ms. <br />Sorenson's allegation that the City caused the problem. <br /> <br /> Mr. Tarver was troubled that there is an indication that there is no water where water <br />used to exist and actions taken by this Council may have affected the water flows. Decisions <br />were not made in an open process and believes that some fault could lie with the Council. He <br />felt Ms. Sorenson should have been involved in all the prior negotiations. <br /> <br /> It was moved by Ms. Michelotti, seconded by Ms. Dennis, to direct staff to continue to <br />work with Greystone Homes to install a private water booster station located on East Bay <br />Regional Park District land to provide water to Anne Sorenson's property as previously required <br />by Resolution No. 94-114: and to deny the request of Ms. Sorenson for the City of Pleasanton <br />to pay for the long-term operation, maintenance, and ownership of these facilities as well as for <br />all water used through these facilities. <br />The roll call vote was as follows: <br />AYES: Councilmembers - Dennis.
