Ms. Michelotti asked how owners monitori their own tanks and do they have to make <br />regular reports? <br /> <br /> Mr. Withers stated there are various procedures, including electronic monitoring and <br />inventory control to determine if there are leaks. New installations are double-walled tanks and <br />use electronic monitoring. Reports are made to the! City and inspectors confirm that records are <br />up to date. <br /> <br /> Ms. Michelotti asked how often a chemicali specialist is required? <br /> <br /> Mr. Withers indicated a consultant comes ih one day a week to review records, plans, <br />etc. and then on an as-needed basis. Emergency response is entirely separate and is handled by <br />the Fire Department and other appropriate agencieS. <br /> <br /> Ms. Mohr referred to the minimal amount of money involved and that it seemed the cost <br />of processing the fees is not cost effective. She wbndered if there were a way to get the City <br />out of the loop. <br /> <br /> Mr. Withers indicated this process is mandated by the state. However, legislation <br />(SB 1082) is pending that will apply some degree ]of common sense to this regulation and the <br />fees involved. He related further difficulties in trying to determine the required training for <br />inspectors. <br /> <br />There was discussion regarding the fees in Various cities and how those were set. <br />No action was required by Council on this ~tem. <br /> <br />Item 10g <br />Resolutions regarding compensation for City M~naaer and City Attorney (SR 94:411) <br /> <br /> Mayor Tarver indicated Council had evaluated the City Manager and City Attorney and <br />believe they have done an exceptional job. It is lunfortunate that Council cannot give more <br />recognition for that good job. However, Council is[ granting a similar 2% bonus as that granted <br />to other employee groups. He wished the City had ithe resources to give more because the City <br />has an excellent work force that is doing a marvelous job. He noted that is has been three years <br />since there has been any increases in the City Manager's compensation. <br /> <br /> It was moved by Mr. Tarver, seconded by Ms. Dennis, to adopt Resolution No. 94-148, <br />concerning compensation for the City Attorney, and~ to adopt Resolution No. 94-149, concerning <br />compensation for the City Manager, approving ~ one-time payment of 2% of their annual <br />salaries. <br /> <br />12/13/94 <br /> <br />Page 7 <br /> <br /> <br />
