Ms. Michelotti indicated this is a difficult decision. She supports Foothill High School
and its band; however there are many other organizations that could make funding requests and
the Prop. 4 override funds are limited and should be shared more.

Ms. Dennis agreed this is a difficult situation, but she believed this was a unique
opportunity and the funds are there to be used for the community's children. It is an honor to
participate in this event in Europe. The situation warrants the exception to the usual process.

It was moved by Mr. Pico, seconded by Mr. Tarver, to allocate $20,000 of the
Proposition 4 override funds to the Foothill Band Boosters to support their endeavors as
ambassadors for the City of Pleasanton and their Chunnel experience.
The roll call vote was as follows:
AYES: Councilmembers - Dennis, Pico, and Mayor Tarver
NOES: Councilmember Michelotti
ABSENT: Councilmember Mohr
ABSTAIN: None

Item 10e
Foolhill High School and Amador Valley Hi~,h School Funding Request for Friday Ni~,ht
Live Commiltee (SR 94:405)

Ann Hoxley and Christy Robinson, representatives of Friday Night Live, reviewed the
purpose and activities of the organization. She indicated over four hundred students have signed
up for activities when the chapter is formed.

Cindy McGovern, 9026 Longview Drive, indicated she was a parent of a Foothill High
School student and is working on the Pleasanton Youth Policy Committee. The committee is
searching for an overall policy for youth and ways to support positive things for kids and student
leadership. She urged Council to approve the funding request.

LaiTy Levin, 3178 Weymouth Court, also supported the request. The seed money
requested will go a long way for this organization. Friday Night Live has been successful all
over the State of California.

Mr. Pico expressed his belief that the youth of the community are a priority. He felt
there was a gap in services to the youth and this program helps fill that gap. He reviewed some
of the summer activities that were successful and believed the program was beneficial to the
youth and to the whole community. He did not want to wait to process this through the usual
procedure. He did not want to take the chance of losing a child through drugs or alcohol and
felt the program should be started as soon as possible.

12/06/94
- 6 -
