Item 10d <br />Foothill High School Fundin., Reauest for Marc~hin., Band Trio to London (SR 94:406) <br /> <br /> Jacob A. Trujillo, 4630 Herrin Way, presented two drum majors, then reviewed the <br />competitions entered by the Foothill High School Bank and explained the "London Challenge" <br />for the opening of the "Chunnel". He stated the results of funding drives to this point and <br />reviewed the funding needs for this trip. <br /> <br />Ms. Michelotti asked how many members would be going on the trip. <br /> <br />Mr. Trujillo indicated 82 from Foothill and 40 band members from other communities. <br /> <br /> Mr. Pico requested the band to carry Pleasanton's Centennial flag. He believed this was <br />an honor to represent the community and the United States on this unique occasion. He cited <br />the staff report which indicated there are Proposition 4 override funds available. Mr. Pico <br />supported the original request of $20,000. He believed this would be a grand finale to the <br />Centennial celebration. <br /> <br /> Ms. Dennis inquired how a matching funds program would operate. She encouraged <br />others in the community to contribute to this project. <br /> <br /> Ms. Acosta indicated Council could approve matching contributions up to the limit of the <br />Prop. 4 override. Council could also consider contributions for students in need or some prorata <br />share of the total donations received. <br /> <br /> Ms. Michelotti asked for staff comment with regard to whether this would set a precedent <br />in light of other requests that could come forward. <br /> <br /> Ms. Acosta indicated that from the staff point of view, this is not an issue about Foothill <br />High School. Council's previous policy had been that all funding requests go through a standard <br />review process. In that way, requests can be considered in relation to others. She then <br />~eviewv. Aj othe~ points in tile staff report. <br /> <br /> Mr. Pico believed it was too late to establish a program for matching funds and time is <br />of the essence. <br /> <br /> Mr. Tarver was in favor of using the process, however time is a problem and this is a <br />special situation. He stated one of the stated uses for Prop. 4 override funds is to enhance <br />activities for the youth of the community.
