Finally, the three vacancies which have not been filled are relief positions which were <br />added in 1990 to either staff the next company for a new fire station. This has not occurred. <br />In the interim, the positions were to be used to reduce overtime. That has not been successful <br />and there has been no reduction in overtime. Ms. Acosta reviewed the costs of fire personnel. <br /> <br />Mr. Tarver asked about the hazardous material issue. <br /> <br /> Ms. Acosta indicated staffing changes had been made with battalion chiefs. They are no <br />longer on 24-hour days. This uses their time better and at the same time they are given <br />significant responsibilities in the department. The City had a chemical specialist and when this <br />person left, it was determined that the City did not need a chemist on staff, but could fill the <br />needs with a consultant. There also was a training officer and that is now being done by a <br />battalion chief. Lastly, a battalion chief is in charge of fire prevention and hazardous material. <br />He serves as the City's Fire Marshal. The duties are all covered, just by different people than <br />in the past. The City felt that what was done by five management positions could be done by <br />three. <br /> <br />6. MATTERS CONTINUED OF DECISION <br /> <br />Item 6a <br />AB 1600 Year End Financial Reoort (SR 94:347) <br /> <br />Susan Rossi presented the staff report. <br /> <br /> Mark Steckbart, Box 5160, San Ramon, 94583, representing the Building Industry <br />Association, indicated Pleasanton does a better job on this report than most cities, but there are <br />still needed improvements. He stressed that AB 1600 funds should only be used for impacts <br />caused by new commercial or residential development. He reviewed Schedule B of the report <br />and pointed out several line items he questione~l. Ite believed that the report was incomplete <br />and he believed that 85% of the costs allocated were used to supplement tile City budget in <br />violation of the Government Code. He believed a clearer segregation was necessary. <br /> <br /> Ms. Rossi suggested it would be useful to have a meeting with Mr. Steckbart to review <br />the line items in more detail. She responded to a few of the questions and explained the <br />difficulty of showing allocations on a one-dimensional spreadsheet. <br /> <br /> Gary Schwaegerle, 189 W. Angela, was opposed to spending $2.9 million on the Case <br />Avenue project. He reiterated his opposition to high density, low income housing.
