Ms. Mohr asked about ramp metering on 1-580 to control the number of cars that get <br />onto the freeway. If traffic coming over the hill will fill the freeway, the ramp metering lights <br />on our side will be red all the time and Pleasanton residents won't be able to get onto the <br />freeway. <br /> <br /> Mr. van Geltier indicated a number of people coming from San Joaquin Valley will be <br />getting off the freeway at Livermore and Pleasanton for jobs. That space on the freeway is then <br />cleared for Pleasanton residents to get onto the freeway. It is very important that agreement be <br />reached with jurisdictions on the other side of the Altamont Pass to insure that the freeway is <br />not overloaded and we manage our side. If traffic is not managed, the freeway will meter itself. <br />When more traffic is put on than it can handle, no one will be able to get on. Mr. van Gelder <br />did not like the metering concept, but Caltrans will do that if necessary, and jurisdictions must <br />have an operation plan to reasonably share the facility. It is important to stress jobs/housing <br />balance to aid the situation. <br /> <br /> Gary Schwaegerle. 189 W. Angela, spoke in support of "fast track" light rail and <br />suggested a station site on the San Francisco property. He was opposed to more fees on <br />businesses. <br /> <br /> Mr. Pico thanked staff for the workshop to allow adequate time to review the <br />transportation plan and incorporating Council's concerns in the draft letter. He realized it will <br />be difficult to adopt a Tri-Valley transportation plan, especially because unanimity is required. <br />Dublin has objected to tying land use to transportation decisions and he believed that dooms the <br />plan to failure. He referred to the planned intersection of Dublin Boulevard and Fallon Road <br />at a proposed LOS of F, which means gridlock at the intersection. The issue of fees is <br />significant and will probably divide many jurisdictions. The fees are being considered to pay <br />for infrastructure because there does not appear to be any other source of funding. He agreed <br />the proposed fees are too high and is recommending modifications. <br /> <br /> It was moved by Ms. Scribner. seconded by Ms. Dennis, to approve the draft letter from <br />~e Mayer re tlne Tri-Valley Transport~tien Council. <br />The roll call vote was as follows: <br />AYES: Councilmembers - Dennis, Pico, Scribner, and Mayor Tarver <br />NOES: None <br />ABSENT: Councilmember Mohr <br />ABSTAIN: None <br /> <br />Item 8c <br />Police Department Service and Staffine Levels (IR 94:68) <br /> <br />This item was continued to the meeting of November 15, 1994. <br /> <br />11/01/94 <br /> - 15- <br /> <br /> <br />
