Ms. Acosta indicated the kiosk will be in the center of downtown and a different <br />architectural feature will be added at the end of Main. Currently there is no estimate of cost <br />because the design has not been determined. <br /> <br />Ms. Dennis questioned staffs reluctance to install the ash urns. <br /> <br /> Ms. Acosta stated the ash urns tend to be messier than the problem they are solving <br />because of the spillage of sand and people tend to use them as garbage cans. The new tops for <br />the garbage cans will have a place to put out cigarettes. The other option is that a receptacle <br />not be placed in front of a business and the business owner take the responsibility of cleaning <br />up in front of the establishment. She cited a very successful business downtown that cleans in <br />front of its building each day. <br /> <br /> Ms. Mohr believed the problem with cleaning up after smokers is business specific and <br />how the property is maintained should be the responsibility of the business. She then inquired <br />about the sign regulations downtown, especially with regard to A-frames. She cited a special <br />problem on First Street and asked that the Code Enforcement officer inspect the area. <br /> <br /> Pat Lane, Executive Director of the Pleasanton Downtown Association, 603 Main Street, <br />spoke in support of the staff recommendations. The Downtown Association is opposed to use <br />of A-frame signs and believed they were a safety hazard. She indicated the Association has <br />formed a committee to review the signage issues. She expressed her pleasure with the renewed <br />vitality of the downtown area. <br /> <br /> Ms. Scribner believed the improvement of the Wayside Park Bandstand is very important <br />and requested staff to work with the Lions Club. <br /> <br /> It was moved by Ms. Scribner, seconded by Ms. Mohr, to accept the report, pursue <br />replacement of lids for trash receptacles; and pursue the short-term items listed in the staff report <br />including improvement of the Wayside Park Bandstand. <br />The r~l~ caii vote was as follows: <br />AYES: Councilmembers - Dennis, Mohr, Pico, Scribner, and Mayor Tarver <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br /> <br /> Mr. Tarver expressed his appreciation to Dorothy Scfibner for her work on the <br />downtown project. <br /> <br />11/01/94 <br /> - 10- <br /> <br /> <br />
