He described the new Beautification Committee. To improve
communications, the Board of the Downtown Association has been increased from nine to twelve
members and the meetings are being held quarterly instead of once a year. He indicated the
Board is looking forward to participation in the California Main Street Model Program.

Ms. Scribner stated there is now a vital and healthy Main Street and it is vital to keep
it that way. She said the first two years are critical. The "Main Street Program" has been
highly effective nationwide and Califomia is the last to accept it. This is a real positive step
toward keeping the downtown vital.

It was moved by Ms. Scribner, seconded by Ms. Mohr, to adopt Resolution No. 94-131,
approving an additional $50,000 to the Downtown Association for 1995-96 and to explore
amending the District to include property owners.
The roll call vote was as follows:
AYES: Councilmembers - Dennis, Mohr, Scribner, and Mayor Tarver
NOES: None
ABSENT: None
ABSTAIN: Councilmember Pico

lte.~. ~.?
Proposed Annexation of the Sai~ Francisco Prooerty along Bernai Avenue (IR 94:66)

Michael Roush presented the staff report.

Michael Pirozzoli, 5925 Via del Cielo, supported the annexation of the San Francisco
property. He believed the proposed development plan was too ambitious.

Frank Brandes, 6889 Corte Sonada, agreeet that it was important that the citizens of
Pleasanton have input on the development plan. He expressed concern that LAFCO could
require an EIR for this annexation. He inquired if an agreement had been reached with the
Alameda County Board of Supervisors regarding property tax sharing. Mr. Brandes did not
want people to overlook the role the Board of Supervisors will play.

11/01/94
- 11 -
