schools. He then read letters from his brothers, Chad Lew and Paul Lew, who believed the <br />traffic problems started when they and their friends began to drive. Paul stressed the need for <br />financial support to attend college, which would be lost if Gall Lew can no longer teach in her <br />home. <br /> <br /> Paul Loupe, 5428 Greenfield Way, and Eric Duffy, 1841 Paseo del Cajon, were friends <br />of the Lew sons and agreed that most of the traffic was due to the teenagers. <br /> <br /> Patricia Robarts, 2157 Camino Brazos, next door neighbor of Ms. Lew, indicated the <br />question is not whether Ms. Lew should continue teaching or whether piano teaching is valuable, <br />but whether the residents should have quiet enjoyment of a residential area or whether this is a <br />commercial area. With regard to Ms. Lew's listing of addresses of former students, one of <br />those named was a young man who had taken drum lessons. Mrs. Robarts indicated Mrs. Lew <br />had put a baby grand piano in a 10' X 11' bedroom immediately next door to her and the noise <br />was disturbing. She stated that Mrs. Lew has violated the conditions set forth in the original <br />permit. She stated that Mrs. Lew had turned her home into a studio and allowed many other <br />teachers to use her home. The neighbors objecting to this feel passionately that the street <br />belongs to all and no one is more equal than another. <br /> <br /> Robert Sauers, 2160 Camino Brazos, indicated he thought a solution was reached at the <br />Planning Commission. He took strong exception to the allegations of racism. His other point <br />was that a professional occupation should have strict hours. If an appointment is made for <br />lessons it should be kept or paid for. There must be priorities. <br /> <br /> Diane Murray, 2154 Camino Brazos, indicated her son had rented a clarinet from Mrs. <br />Lew's office in her garage. She agreed the teenagers had caused a lot of traffic. She did not <br />believe Mrs. Lew had been the object of discrimination or harassment. The neighbors tried to <br />work with her and she did not listen. Mrs. Murray asked Council to help control the traffic <br />problems and asked Mrs. Lew to work with the parents of her students. The neighbors should <br />not have to be the policemen. <br /> <br /> De. anne Cence, 2142 Camino Brazos, directly across the street from Gall Lew. She <br />stated that she is not bitter over this issue, but objected to Mrs. Lew's business. In 23 years, <br />there has never been an issue of neighborhood hatred. She is was extremely offended at the <br />charge of racism. She stated that Mrs. Lew has been in business for 21 years and the neighbors <br />have been supportive, cooperative and patient until now. When the original permit was granted <br />in 1987 it was done administratively and the neighbors were not notified. Mrs. Cence claimed <br />that Mrs. Lew violated over half the conditions from the beginning. She produced copies of the <br />Pacific Bell Yellow Pages ads as an example. She referred to the problems arising from the sale <br />of sheet music and the problems from other teachers using Mrs. Lew's house before and after <br />Mrs. Lew had moved to San Diego. Compliance has been a continuing problem and she cited <br />examples. She was especially upset with the extended hours of operation in the summer.
