Ms. Lew stated that teaching the arts in the home is a mainstay of cultural heritage and
there is a precedence of teaching in the home that goes back to the seventeenth century. She
believed this was a traditional way of teaching that :goes beyond the houndaries of a city, state
and nation. She felt this was an important part of the cultural life of young people and the
community as a whole. With budget cutbacks that have caused elimination of music teaching
in the schools, the home teacher is of even greater importance.

Ms. Mohr asked if Ms. Lew had any adult students and indicated that there need to be
parameters that would allow them to take lessons. Ms. Lew indicated she did not currently have
any adult students, but had in the past.

Frank Brandes, 6889 Corte Sonada, spoke in support of Ms. Lew and all piano teachers
who teach in their homes. He believed this was an example of too much government being bad
government. Home occupation licenses seem to have become a very cumbersome process. It
is unfair that a person who comes forward to get a license should be subject to restrictions that
others who do not have licenses may not be aware of. He strongly agreed that uniform
regulations should be applied.

T. X. Ho, 6334 Camino del Lago; Ann Hoang, I712 Martin Avenue; Ming Yan, 10
Galicia Ct., San Ramon; all have children who are students of Mrs. Lew and spoke in support
of Ms. Lew and indicated the need for flexibility in scheduling lessons. They did not believe
there was a traffic or noise problem. Mrs. Yah indicated the children were polite and well-
behaved and many of the parents were professions. She objected to reference to gangs.

Cathy Gleave, 6816 Alvord Way, objected to being required to park in the driveway.
She drives a minivan and has difficulty seeing to backup. She also indicated she watches her
daughter from the car to the front door and when parking in the driveway, she cannot see the
front door.

Vickie Lanini, 1852 Begonia Court, indicated her daughter had been taking lessons from
another piano teacher in town. That teacher was "hassled" by the city over the same issues and
decided to stop teaching. It is hard to find good teachers in this community and it is upsetting
that teachers should have these problems.

Janice Collins, 5072 Woodthrush Road. believed there are not enough music teachers in
the community and there are not enough hours to accommodate the needs of the music teachers.
If those hours are limited, many students will not be able to continue lessons. She pointed out
children do not get out of school until 3:00 p.m. She stated the day care providers and other
home occupancy uses have more traffic than Mrs. Lew's. She stated that any parent who
pursues music education for students will have good intentions and will act responsibly.

Jason Lew, 2145 Camino Brazos, indicated his mother has always taught piano in their
home to suppert the family. He referred to the hours she has donated to teach piano for local

10/18/94
- 7 -
