Wayne Strickler. 851 Independence Court, indicated he had also had power outage
problems due to a realfunctioning transformer and connecting units. He pointed out there are
two retail locations in Dublin for recycling oil at no charge. He then expressed his objections
to an article in the Tri-Valley Herald regarding the campaign and financial disclosures. He
indicated the comparison of the mayoral candidates contained errors and misinformation.

Don and Gay Hamerton, 683 Windmill Lane, objected to the design of the traffic signal
and street lights recently installed at the corner of Bemal and Independence. Pictures were
presented for Council to view. She did not believe established neighborhoods should bear the
brunt of new development.

Randall Lum indicated staff had met with the Hamertons to discuss their objections. He
stated the EIR for the Bonde development identified traffic concerns for this location and the
sight distance is poor because of the rise, thus requiring the taller signals. Mr. Lum stated the
developer is required to screen the lights with planrings or a wall. He also stated that the traffic
signals and street lights were a standard design for Pleasanton.

Mayor Tarver asked staff to work with the Hamertons to attempt to alleviate the
situation.

Ben Felix, 2860 Garden Creek Circle, objected to the cost of the proposed general plan
survey. He suggested using high school civics students to perform the survey as a class project.

Mayor Tarver indicated the City of Pleasanton is a $50 million organization that provides
services to the community. The survey is supposed to indicate what the community wants in
the way of improving services and development. Mr. Tarver believed it was essential to get this
information in a reasonable and responsible way. It is very important to be sure the questions
are worded correctly.

6. MATTERS CONTINUED OF DECISION

Item 6a
Review of Four-way sto0/traffic sitnal at Main/Rose/Neai (SR 94:351)

It was expected that Ms. Scribner would arrive later and this item was moved to later in
the agenda to allow her to participate in the discussion.

10/18/94
- 4 -
