Item 7d
ConsInaction of Junioero Street (SR 94:353'

Brian Swift presented the staff report.

Mayor Tarver declared the public hearing open.

Mr. Len Zuris, 812 Independence Court, indicated he had artended the meeting regarding
the proposed street extension and appreciated the opportunity to comment. He was in support
of the street extension, but was concerned about the need for traffic mitigations near Mission
Hills Park on the downhill side of Independence Drive. The EIR for Bonde Ranch indicated the
Junipero and Independence Drive were at capacity. He objected to the cut-through commuter
traffic in his neighborhood. This route is used to avoid traffic lights on Bernal and Sunol. His
biggest concern was that when the extension is completed, the natural egress would be to come
out at Sunol and then cut through his neighborhood like the commuters do. He believed
Junipero is not built to accommodate the increased traffic and suggested staff look at the addition
of stop signs or speed bumps to control the traffic and speeding.

Mr. Tarver indicated there are three stop signs on Junipero now.

Mr. Zuris stated the problem is on Independence and around Mission Hills Park.

Ms. Mohr was not opposed to the addition of stop signs, but she was concerned it would
not solve the problem.

Tom Noll, 631 Junipero Street, concurred with Mr. Zuris' comments and expressed his
concern about commuter traffic, speeding and other safety concerns.

Jay Hertogs, 301 Junipero Street. also supported the street extension and was concerned
about traffic. He stated there are 1600 cars coming by his house per day and this increases
every year. In addition to the commuter traffic, Junipero is also the direct route to Raley's
Shopping Center. He suggested a deadend where Mission meets Junipero.

Gary Schwaegerle, 189 W. Angela Street, suggested the City require Kaiser to dedicate
the street fight-of-way for the Case Avenue extension. The area surrounding the Senior Center,
Ridge View Commons and the Case Avenue property should be developed into a community
center/convention center/cultural arts area. He further suggested the Ridge View Commons
kitchen could be used for a convention facility or community center adjacent to it. He suggested
using the Senior Center for trade shows along with other nearby buildings.

10/18/94
- 16 -
