Rich Riley. 5576 Sonoma Drive, indicated he is a long time resident of Mission Park and
supported the Junipero Drive extension to Case Avenue. It would benefit the school and traffic
on Case Avenue. He felt the Case Avenue project was extremely important to the City. He also
agreed with the need for mitigations uphill from the street extension.

ShEell Michelotti, 7873 Olive Court, believed that much of the traffic problems on Case
Avenue related to the school traffic. She suggested a fight turn arrow for traffic from Bemal
Avenue to Case Avenue heading south. Ms. Michelotti was in support of the Junipero Street
extension. She complimented the reasonableness of the previous speakers.

There being no further testimony, the public heafing was closed.

Mr. Tarver indicated Council had received letters from Jack and Janet Rubinson and from
Robert and Barbara Comito in opposition to the street extension for traffic reasons.

Ms. Mohr inquired about putting a stop sign at Junipero and Mission to encourage traffic
to use Mission and whether this would be useful as a diversion.

Mr. van Gelder indicated the primary use of Mission is for local traffic to Raley's or for
northbound traffic. He thought there could be a positive change in Junipero near the park.

It was moved by Mr. Pieo, seconded by Ms. Dennis, to adopt Resolution No. 94-124,
finding that the proposed street construction will not have a significant environmental impact and
approving a negative declaration for the street extension.
The roll call vote was as follows:
AYES: Councilmembers - Dennis, Mohr, Pico, and Mayor Tarver
NOES: None
ABSENT: Councilmember Scribner
ABSTAIN: None

It was moved by Mr. Pico, seconded by Ms. Dennis, to adopt Resolution No. 94-125,
approving the proposed fight-of-way alignment and public street cross-section for Junipero Street
including an all-weather pedestrian pathway along the north side of the street; approving the
financing plan of $1,016,500 as set forth in the staff report (SR 94:353); directing staff to
investigate ways to discourage cut-through traffic through the neighborhood; and directing
increased enforcement of traffic laws in the area.
The roll call vote was as follows:
AYES: Councilmembers - Dennis, Mohr, Pico, and Mayor Tarvet
NOES: None
ABSENT: Councilmember Scribner
ABSTAIN: None

10/18/94
- 17 -
