Frank Brandes, 6889 Corte Sonada, reiterated the long-standing desire of the residents
of the area to have a school on this site. He agreed with the procedural steps in the staff report
and with the suggestion to have the Planning Commission review zoning options. He stated this
issue is like the Mirador Drive issue, it never seems to go away. He believed that if the City
were to purchase the property for park use, it would preserve the option for a school. He was
firmly opposed to residential development in this location. It is very disheartening to read the
people in the new areas are going to have a school, when the people of Del Prado have needed
a school for years.

Sue Evans, 5610 Pasoo Navarro, referred to a flyer she and her husband had distributed
to get the opinion of the people. About 50% still are hoping for a school and the balance were
hoping for a park; the vast majority were adamantly opposed to housing or multiple family
housing. She requested the City to purchase the property for the benefit of the entire community
and preserve the option of a school should a future School Board change its mind. Once houses
are built, there is no longer any way to get a school in the area. She believed the School
District has not worked with the citizens in good faith and is not listening to the citizens. She
thanked Council for its open-mindedness and willingness to work with the residents. She
expressed her willingness to go to the citizens to raise the funds to purchase the property. Ms.
Evans referred to a remark of Juanita Haugen indicating the City could purchase the property
at a reduced price and that should be investigated. She encouraged parents of very young
children to go to School Board meetings and keep informed of the Board's actions to be sure it
is what you want for your community.

Sally Hill, 6860 Corte Sonaria, referred to the goal of the Del Prado residents to have
a cohesive community which includes a school. This is important for the safety of the children
because it would be close to the homes of the students. She felt the size is large enough to
accommodate 21 classrooms and the area has established homes with enough students to fill a
school. The new school site is in an area where the homes are not yet built and there is no
established student population. She was distressed that the elected officials are not doing what
the people wish. Despite 25 years of disappointment, the goal of the area is still the same - to
have an elementary school.

Dave Griffith, 5622 Pasoo Navarro, supported using the property as a park site, which
he believed would preserve the option of a school on the property should a future school board
decide that a school is justified. He brought a copy of a petition circulated a few years ago,
which has over a thousand signatures of people opposed to rezoning the property to residential.
He stated there are currently 674 elementary school aged children in the Del Prado area. This
is not based on projections, but fact. He alleged the prior School District reports were
inaccurate. He also spoke in opposition to the proposed Stoneridge school site and objected to
the method of calculating the school population.

Gall Eich, 5907 Black Avenue, stated many people cannot attend the Council meetings
because of duties at home and she believed there are many people in Del Prado who are not

10/04/94
- 7 -
