Bert Felix, 2860 Garden Creek Circle. was opposed to any government body imposing "' <br />· price controls. He believed this was a free market society and the market should set the price. <br /> <br /> Sue Levitin, Regional Director of Public Affairs for Viacom, stated that the FCC issues <br />regulations on how to determine rates and issues the forms to be used. <br /> <br /> Ms. Mohr referred to the prior speaker's allegation about the four channels that are not <br />"must carry" channels. She asked how Viacom determines what to show on those channels. <br /> <br /> Ms. Levitin explained that there are "must carry" channels as defined by the FCC and <br />there are channels that Viacorn chooses to carry. These are decided in response to what the <br />customers want. Viacom uses focus groups, surveys, and contacts on a daily basis to get a <br />feeling for what the customers want to watch. <br /> <br /> Ms. Mohr wanted the people to know that each person does have a choice about what <br />channels they can receive and suggested that the people call Viacom. <br /> <br /> It was moved by Ms. Mohr, seconded by Ms. Scribner, to adopt Resolution No. 94-114, <br />disapproving certain rates for the basic service tier and ordering a rate reduction for past rates <br />collected; and directing staff to request a clarification from the FCC regarding the <br />"preponderance of use" method of counting channels. <br />The roll call vote was as follows: <br />AYES: Councilmembers - Dennis, Mohr, Scribner, and Mayor Tarver <br />NOES: None <br />ABSENT: Councilmember Pico <br />ABSTAIN: None <br /> <br />Item 10c <br />Anproval of process to determine City interest in Pleasanton Unified School District surnlus <br />property. 7.57 acres located between Black Avenue and Hartsen Drive. adjacent to Hartsen <br />Park (SR 94:337) <br /> <br />Dolores Bengtson presented the staff report. <br /> <br /> Ms. Mohr asked if the Park and Recreation Commission had considered possible use of <br />this property. <br /> <br /> Ms. Bengtson indicated the property had not be formally considered because the <br />Commission felt the existing park was adequate as a neighborhood park. <br /> <br /> Mr. Pico suggested the property be reviewed by the Planning Commission to consider <br />zoning options for the property, in the event the City decides not to bid on the property. <br /> <br />10/04/94 <br /> -6- <br /> <br /> <br />
