Ms. Acosta indicated the Steering Committee and the General Plan subcommittees have <br />talked about this numerous times. It is believed that this survey could act as a check and balance <br />to the committees' recommendations. If the survey results are dramatically different from the <br />committee recommendations, then the committees can review that. This survey should be <br />treated as one more piece of information to consider. The questions have not yet been <br />formulated and there will be much debate about them. <br /> <br /> Ms. Mohr was concerned that the questions be framed in a non-biased way so as not to <br />distort the information. <br /> <br /> Mr. Tarver agreed it is important for Council and the committees keep a distance from <br />the formulation of the questions. It is important that an appropriate professional have the final <br />say as to the form of the questions. <br /> <br /> Mr. Bocian indicated the General Plan Steering Committee did not want to review the <br />questions and any subcommittee member could look at the questions. <br /> <br /> Sharrell Michelotti, 7873 Olive Court, speaking as a member of the Economic <br />Development/Fiscal subcommittee inquired why the survey is being done now when the work <br />of the committees is practically done. She asked how Council would use the survey. She was <br />concerned that Council would take the opinion of the 400 residents surveyed over the work of <br />the subcommittees. She did not want to nullify the work of the committees. <br /> <br /> Mayor Tarver agreed with the City Manager in that this was another piece of information <br />for the Council to use to make decisions about the General Plan. It is no more and no less <br />important than all the other work that has been done. He regrets the survey has been delayed. <br />If there are significant differences, then that will need to be addressed. He does not anticipate <br />there will be differences. He believed Council needs to use every mechanism to get information <br />for making decisions about the future. <br /> <br /> Mr. Pico indicated there will be differences between the subcommittees and steering <br />committee and he hopes that the survey can help give b~roader community validation of what it <br />feels about various isst~s. He realizes there is not unanimity or consensus on the committeen <br />and decisions will have to be made and this survey can help as another tool. <br /> <br /> Ms. Mohr wanted to be sure that if the survey results differs from the steering committee <br />and subcommittee recommendations, that the committees be given an opportunity to address that <br />and try to understand why the divergences happened and resolve the differences as part of the <br />final report to the Council. That way, the committees can receive affirmation from the <br />community or be given an opportunity to reconcile any differences. <br /> <br />10/04/94 <br /> - 14- <br /> <br /> <br />
