Ms. Scribner indicated there is no give and take in a survey, or opportunity to debate
issues to reach consensus. If Council is going to place a lot of weight on this. she suggested that
the next time there is a General Plan Review. that a survey be done and not waste people's time.

Ms. Dennis believed the survey will give a different type of information and will not
have more weight than other processes.

It was moved by Ms. Mohr, seconded by Ms. Dennis, to approve the agreement for
consultant services with Price Research and directing staff to continue to work with them to
reduce the fees to $22,476.
The roll call vote was as follows:
AYES: Councilmembers - Dennis, Mohr, Pico, Scribner, and Mayor Tarver
NOES: None
ABSENT: None
ABSTAIN: None

9. SPECIAL AND INFORMATION REPORTS

Item 9a
Actions of the Zoning Administrator and Planning Commission. (IR 94:58)

No action was required or taken regarding the Actions report.

10. REPORTS OF THE CITY MANAGER

Item
Circulation Draft TrI-Vallev Transportation Plan/Action Plan. (SR 94:335)

Randall A. Lure presented the staff report.

Ms. Dennis asked if there was a way to increase fees to address future costs.

Mr. van Gelder agreed there needs to be an escalation clause for fees and a periodic
review to be sure the fees are increased in relation to increased costs.

Ms. Dennis also believed fees could be reduced if other means are found to collect the
ne, cgssary mongy, Shg sugggste. d collecting part of the legs earlier to kggp thg fe~ per unit
down. One could accumulate the funds sooner and invest it for when the final transportation
improvements are needed. She asked if a financial model had been considered.

10/04/94
- 15 -
