8. MATYER INITIATED BY COUNCIL <br /> <br />Item 8a <br />Appointment of Ruby E. Merrill as Tenant Representative for Ridae View Commons to the <br />Housing Authority (SR 94:339 <br /> <br /> It was moved by Ms. Mohr, seconded by Ms. Scribner, to adopt Resolution No. 94-116, <br />appointing Ruby E. Merrill as tenant representative for Ridge View Commons to the Housing <br />Authority Board of Commissioners. <br />The roll call vote was as follows: <br />AYES: Councilmembers - Dennis, Mohr, Pico, Scribner, and Mayor Tarver <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br /> <br /> Mr. Pico reiterated Council's position opposing Proposition 188, the Phillip Morris <br />Initiative, because it is not strong as the City's ordinance against smoking and would dilute <br />public health and safety. <br /> <br /> Mr. Pico requested adding an item to the agenda for the Tri-Valley Council meeting on <br />October 10th regarding the ABAG proposal for a comprehensive subregional planning pilot <br />project. He would like a process to include traffic transportation issues, air quality, sewer, <br />water, and economic development issues. He believed there was a possibility to obtain a grant <br />to investigate effective subregional planning. <br /> <br /> Mr. Tatvet suggested this could go on the City Council agenda to take action supporting <br />this. He then requested staff to apply for a grant from the Urban Stream Restoration Program <br />to obutln funaing for rostoratlon of the Arroyo near the abutment of the !temal Avenue bridge. <br />He also requested staff to obtain information about funds from the federal Crime Bill. <br /> <br />Item 4e <br />Approval of an Igreemenl with Price Research to conduct a General Plan Survey <br />(SR 94:344) <br /> <br />Steven Boo/an presented the staff report. <br /> <br /> Ms. $cribner expressed her concern about the delay of the survey, She thought it had <br />been a good idea at the beginning of the General Plan review. However, most of the <br />subcommittee work is already done and a survey at this time will not be helpful. She did not <br />want to spend $27,000 to get answers to questions that have been answered or which might undo <br />the work of the committees. <br /> <br />10/04/94 <br /> -13- <br /> <br /> <br />
