He did not believe loitering or <br />congregating would be a problem because there is no seating at the business and no on-site food <br />preparation. <br /> <br /> Mr. Hirst referred to the staff report request for a design conforming with the shopping <br />center. He stated there are four different architectural styles in the shopping center. He then <br />indicated the applicant agreed with the conditions for the use permit. Mr. Itirst presented a <br />letter from James Dillon, a signator on the ballot argument in favor of Measure X, in support <br />of this application. <br /> <br /> James Miller, 3633 Camelot, spoke in opposition to this application. He objected to <br />employees of the shopping center parking on Pimlico. He was also opposed to removal of the <br />flower beds to install this business. <br /> <br /> Ron Meyn, 4299 DeAnza Place, San Ramon, owner of a similar business recently opened <br />on Santa Rita Road and Valley Avenue, indicated the two major issues to consider are parking <br />and traffic. He was concerned about parking because of the proposed Color Tile facility. He <br />referred to the Tri-Valley Transportation Council report highlighting problems <br />at the Santa Rita Road and 1-580 interchange. Mr. Meyn stated his business should not be used <br />as a comparison because his location had numerous ways of getling in and out of the parking <br />lot, unlike this location. <br /> <br /> Angelina Summers, 4750 Sutter Gate, was opposed to this business because she did not <br />believe people should be driving with hot coffee in their laps. <br /> <br /> Mike Murphy, 1390 Willow Pass Road//220, Concord, representative of Color Tile, <br />expressed support of the application and indicato:l there were no problems with a similar <br />business near the Concord store. <br /> <br /> Mr. Hirst cited the success of other coffee stores in the area and reiterated his belief that <br />this is not a "fast food" business. He urged Council to approve the application and Option 3 of <br />the staff report. He stated the applicant concurs with conditions, except//19 regarding building <br />design. The Caffino store units are prefabricated buildings with a distinctive corporate design <br />and all the other locations are the same. <br /> <br /> Ms. Mohr asked what steps Caffino, Inc. would take to prevent service of ~too hot" <br />coffee as referred to in the remarks of Ms. Summers. <br /> <br /> Mr. Gallegos explained the special lids used by Caffino, Inc. should prevent that <br />problem. <br /> <br />09/20/94 <br /> - 5 - <br /> <br /> <br />
