7. PUBLIC HEARINGS <br /> <br />Item 7~ <br />AP-94-07. PUD-80-15-SD-4M/UP-94-10. Carfmo. Inc. (F_,sDresso Express) <br />Appeal of the decision of the Planning Commir, sjoll denying an aon~cation for 1) a PUP <br />major modification to Measure "X" - the apnroved develonment plan for the Pleasant <br />VillaRe Shopping Center to allow drive-in and take-out establishments. and 2) a conditional <br />use permit anDroyal for a drive-through esnresso stand at the Pleasant Village Center <br />located at 6700 Santa Rita Road. (SR 94:293) <br /> <br />Brian Swift presented the staff report. <br /> <br /> Mr. Tarver asked why the Planning Commission denied the application. Mr. Swift <br />responded that it was because of concerns about traffic patterns. <br /> <br /> Ms. Dennis asked if the conditional use permit could be revoked if problems developed <br />later. Mr. Swift indicated the permit would be revoked only if the applicant violated conditions <br />of approval. Staff is, however, requesting Council to add a condition that the use can be <br />brought back to fred ways to solve problems that are not anticipated. <br /> <br />Mayor Tarver declared the public heating open. <br /> <br /> Brad Hirst, 2456 Minivet Court, representative of Carfinn, Inc., made introductory <br />remarks and introduced Bob Vogt, president of Carfinn, Inc. <br /> <br /> Bob Vogt, 4029 Hagen Road, Napa, president of Ca.f~no, Inc., explained the business <br />and the product quality. He stressed the local identity that is developed and the convenience to <br />customers. Mr. Vogt pointed out that most of the business is during the early morning commute <br />hours and the business should not interfere with the other businesses in the shopping center. He <br />believed his business will be of benefit to other businesses in the shopping center because of <br />cross-promotional campaigns and exposure to the customers he will draw. <br /> <br /> Nice Gallegos, 2521 Clay Street, Alameda, reviewed Ms experience in the food service <br />industry. He explained the hiring and training procedures for the business and the rigorous <br />management practices to comply with its standards. One of the main goals is provide quick <br />service and thus avoid any lines of traffic. <br /> <br /> Mr. Hirst referred to the active support of five other businesses in the center and a <br />petition signed by 431 residents in the area who support this application. Carfinn, Inc. <br />considered eleven other locations in Pleasanton and this is the best. He referred to the other <br />locations where Carfinn, Inc. is located in other communities and that no problems have arisen <br />there.
