Item 7b.
GP-94-1, City of Pleasanton
City initiated General Plan Amendment to clarify traffic study requirements as they relate
to site specific traffic studies for major develonments which have the potential to exceed the
Level of Service (LOS) designation "D". (SR 94:306)

Brian Swift presented the staff report.

Mayor Tarver declared the public hearing open.

Angelina Summers, 4750 Sutter Gate Avenue, explained her confusion regarding the
public hearing notices for Planning Commission and City Council.

Mr. Swift explained the notices appeared to ove~ap and indicated clarifying language will
be included on future notices.

Mr. Tarver indicated that the need for this action arises out of Pleasanton's litigation with
the City of Dublin, is merely a clarification of the existing City policy and is not a change in
policy.

It was moved by Ms. Mohr, seconded by Ms. Dennis, that Resolution No. 94-102 be
adopted, based on a review of an initial environmental impact study done for this project and
on a finding that no significant environmental impact would occur as outlined in the City's
guidelines and on a further finding that a negative declaration is appropriate in connection with
GP-94-01; and makes a further finding that the project will have a de minimis impact on
wildlife.

The roll call vote was as follows:
AYES: Councilmembers - Dennis, Mohr, Pico, and Mayor Tarver
NOES: None
ABSENT: Councilmember Scribner
ABSTAIN: None

09/06/94
- 6 ~
