10. REPORTS OF THE CITY MANAGER <br /> <br />Item 10a <br />Status Report on Conununitv Survey (SR 94:305) <br /> <br /> Steven Bocian presented the staff report. He indicated concern that the survey might <br />become pan of election issues and recommended that it be postponed until immediately after the <br />election. He indicated the survey issues would be presented to the General Plan Steering <br />Committee for it to determine if it is desirable to also postpone the General Plan survey. <br /> <br /> Ms. Mohr agreed there was sensitivity involved in the timing of the survey. She did not <br />believe December would be a good time and suggested waiting until January. <br /> <br />Mr. Bocian indicated the survey could be ready for November. <br /> <br /> Ms. Acosta indicated a suggestion that the survey be done every Spring in off-election <br />years in order to track trends by asking some of the same questions. <br /> <br /> Mr. Bocian also referred to the potential that a newly elected Councilmember may want <br />an opportunity to review the survey questions; in that event, the actual survey would be <br />postponed until after the holiday season. <br /> <br /> Frank Brandes, 6889 Cone Sonada, supported waiting until after the election, if at all. <br />He objected to the amount of money being spent on this. <br /> <br /> Mr. Tarver agreed this should not become an election issue, but was disappointed that <br />it has taken so long to do this. He believed the information would have been very helpful for <br />the General Plan review process. The Steering Committee must decide if it wants to delay its <br />work to get this information. He was not in a rush and believed that it was more important to <br />have a quality product. <br /> <br /> Ms. Dennis indicated it had been a mistake to try to combine the community and General <br />Plan surveys. The purposes are very different. She was also disappointed in the delay but <br />understood the problems involved. <br /> <br /> It was moved by Ms. Mohr, seconded by Ms. Scribner, to postpone the survey until the <br />newly elected Councilmembers are installed. <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers - Dennis, Mohr, Pico, Scribner, and Mayor Tarver <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br /> <br />09/06/94 <br /> - 12 - <br /> <br /> <br />
