Item 10b <br />Regulation of Activities on the Alameda county Fair~,rounds (SR 94:317) <br /> <br />Michael Roush presented the staff report. <br /> <br /> Ms. Mohr asked for clarification of "private purpose" and "benefit to private <br />development." How can a public entity do this? She also asked for clarification of the <br />exemption from City review as it applied to the County or its contractual entities. <br /> <br /> Mr. Roush indicated the exemption applied only for activities of public purpose or where <br />the County itself is conducting the activity. <br /> <br /> Mr. Tarver suggested that interpretation could be applied to anything that occurs on the <br />fairgrounds; i.e. Goodguys Show, Caledonian Games, RV shows, etc. <br /> <br /> Ms. Acosta indicated staff was referring more to permanent structures being built, not <br />use of existing facilities. She stated staff is not clear on the revenue/expense equation in terms <br />of what it costs to support various activities. She believed the City should be more involved in <br />an exchange of financial information. <br /> <br /> Mr. Tarver wanted stronger language in the letter to the Board of Supervisors with regard <br />to the restructuring of the management of the fair, which is to be considered at the Board of <br />Supervisors meeting of September 20th. He was concerned about future uses, future applications <br />and the City's involvement in review and approval of those things which are more private <br />ventures than public uses. <br /> <br /> Ms. Dennis suggested a letter to the Fair Board expressing appreciation for the job that <br />it does, but suggesting City participation in the event the activities are expanded. <br /> <br /> Mr. Tarver then raised the issue of Rose Avenue and its expansion and his desire to work <br />with the Fair Board on the project. <br /> <br /> Mr. Pico did not want to proceed with discussions on Rose Avenue until the General Plan <br />review is complete. <br /> <br /> Frank Brandes, 6889 Corte Sonada, member of the Fair Board, indicated there are <br />several issues involved. The County does not receive revenue from the fair and the Fair Board <br />is concerned that this may change. Supervisor Perata has sent the same letter to the Fair Board <br />which was sent to Council and is requesting information regarding the relationship of the County <br />and the Fair Board directors and the operation of the Fair Board. Mr. Brandes indicated Mr. <br />Tarver's questions were fair to ask and should be referred to Mr. Hutchinson, president of the <br />Fair Board.
