Mayor Mercer declared the public hearing open on this item. Mr. Marvin Smith, 1818 Halcyon Court, representing Valley Community Church, requested City Council approval of this application. No one in the audience spoke in opposition to this item. There being no further testimony, Mayor Mercer declared the public hearing closed. It was moved by Councilmember Butler, and seconded by Councilmember Wood, that Ordinance No. 952, to be read by title only and waiving further reading thereof, approving the application of Valley Conmunity Church to rezone the approximately 2.3 acre site located on the north and west of their proposed church site at the northeast end of Del Valle Parkway approximately 200 feet east of Harvest Road from "Public and Institutional" to "Planned Unit Development-Medium Density Resi- dential" District and amending the Zoning Map of the City of Pleasanton accordingly, be introduced. The roll call vote was as follows: AYES: Councilmembers Butler, Kephart, Mohr, Wood, and Mayor Mercer NOES: None ABSENT: None Application of the Southern Pacific Railroad for a general plan amendment which would change the land use designation of an approximately 0.8~ acre parcel bounded by Abbie Street, First Street, Angela Street and the SPRR right-of-way from "Open Space-Parks and Recreation" to "Commercial and Offices". The City Council may recommend approval of this application as requested or may recommend any other designation it deems appropriate On the basis of an Initial Study of the potential environmental impacts of this project, the Director of Planning and Community Development has determined that the proposed project would not have any potential significant adverse effects on the environment and that an environmental impact report need not be prepared. This Initial Study is available for review at the Planning Division, 200 Bernal Avenue, Pleasanton. Comments on this decision may be directed to the Planning staff prior to the above meeting, or directly to the City Council at the above noticed meeting Mr. Harris presented his report (SR 80:340) dated November 18, 1980, regarding this matter. Mayor Mercer declared the public hearing open on the application and the Negative Declaration. Mr. Oscar Osness, representing Southern Pacific Railroad Company, stated he con- curred with the staff report and Planning Commission recommendation for approval of this item. No one in the audience spoke in opposition to the application or Negative De- claration.
