It was moved by Councilmember Mohr, and seconded by Councilmember Kephart, that <br />Resolution No. 80-300, determining on the basis of a review of initial environ- <br />mental study done for this project, that no significant environmental impact would <br />occur as outlined in the City's guidelines and that a Negative Declaration is appro- <br />priate for a general plan amendment which would change the land use designation of <br />an approximately 0.8+ acre parcel bounded by Abbie Street, First Street, Angela <br />Street and the SPRR~ight-of-way from "Open Space-Parks and Recreation" to "Commer- <br />cial and Offices", be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler, Kephart, Mohr, Wood, and Mayor Mercer <br />NOES: None <br />ABSENT: None <br /> <br /> Council discussion ensued regarding proposed plans for this site, and possible <br />environmental impacts on the open space and rose garden. <br /> <br /> It was moved by Councilmember Butler, and seconded by Councilmember Kephart, <br />that Resolution No.180-303, <br />approving the application of the Southern Pacific Railroad for a general plan amend-' <br />ment which would change the land use designation of an approximately 0.8+ acre parcel <br />bounded by Abbie Street, First Street, Angela Street and the SPRR right-~f-way from <br />"Open Space-Parks and Recreation" to "Commercial and Offices", be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler, Kephart, Mohr, Wood, and Mayor Mercer <br />NOES: None <br />ABSENT: None <br /> <br />Request of the County of Alameda to review and make a recommendation to the City <br />Council concerning the Vineyard Avenue Study, prepared by the Alameda County <br />Planning Department, which considers various zoning alternatives of County pro- <br />perty in the area on both sides of Vineyard Avenue from the eastern City Limit <br />Line to a point of approximately 7,000 feet east of that Line <br /> Mr. Harris presented his report (SR 80:341) dated November 18, 1980, regarding <br />this matter. <br /> <br />Mayor Mercer declared the public hearing open on this item. <br /> <br /> Mr. William Gale, Attorney representing Mr. Nevis, owner of a 15 acre parcel <br />on Vineyard Avenue, advised that the property is now zoned Agricultural and that <br />his client is requesting a subdivision of three 2½ acre lots and one 7½ acre parcel. <br />He stated the County was concerned that the City might have objections to this <br />development because of increase in traffic on Vineyard Avenue and that the area <br />will be subject to urbanization. Mr. Gale stated that Council had previously trans- <br />mitted a letter to the County stating the City had no objections to the proposed <br />rezoning. He requested Council to approve the Planning Commission recommendations <br />contained in Staff Report 80:341. <br /> <br /> Mr. Clifford Bates, 3153 Vineyard Avenue, stated he favored manufactured housing <br />or mobile homes on the north side of Vineyard Avenue. <br /> <br /> Mr. Lynn Bowers, representing John Pietronave, owner of property on Vineyard <br />Avenue, stated his client concurs with the staff report and Planning Commission <br />recommendation, and urged Council to support the 2½ acre zoning requirement. <br /> <br /> There being no further public testimony, Mayor Mercer declared the public hearing <br />closed. <br /> <br />7. il/25/80 <br /> <br /> <br />
