On the Basis of an Initial Study of the potential environmental impacts of this project, the Director of Planning and Conmunity Development has determined that the proposed project would not have any potential significant adverse effects on the environment and that an environmental impact report need not be prepared. This Initial Study is available for review at the Planning Division, 200 Bernal Avenue, Pleasanton. Comments on this decision may be directed either to the Planning staff prior to the above meeting, or directly to the City Council at the above noticed meeting Mr. Harris presented his report (SR 80:338) dated November 18, 1980, regarding this matter. Mayor Mercer declared the public hearing open on the application and the Negative Declaration. Mr. Roger Manning, 1078 Vintner Way, owner of the property, stated he con- curred with the staff report and Planning Commission recommendation for approval of this item. No one in the audience spoke in opposition to the application or Negative Declaration. There being no further testimony, Mayor Mercer declared the public hearing closed. It was moved by Councilmember Kephart, and seconded by Councilmember Butler, that Resolution No. 80-299, determining on the basis of a review of initial en- vironmental study done for this project, that no significant environmental impact would occur as outlined in the City's guidelines and that a Negative Declaration is appropriate to fezone the approximately 9+ acre parcel located on Foothill Road wouth of Foothill High School at Muirwood Drive South from "A" (Agricultural) Dis- trict to the R-1-20,O00 (Single-Family Residential) District, be adopted. The roll call vote was as follows: AYES: Councilmembers Butler, Kephart, Mohr, Wood, and Mayor Mercer NOES: None ABSENT: None It was moved by Councilmember Wood, and seconded by Councilmember Mohr, that Ordinance No. 951, to be read by title only and waiving further reading thereof, approving the application of Foothill Associates to fezone the approximately 9% acre parcel located on Foothill Road south of Foothill High School at Muirwood Drive South from "A" (Agricultural) District to the R-i-20,000 (Single-Family Residential) District and amending the Zoning Map of the City of Pleasanton accordingly, be introduced. The roll call vote was as follows: AYES: Councilmembers Butler., Kephart, Mohr, Wood, and Mayor Mercer NOES: None ABSENT: None Application of Valley Community Church to fezone the approximately 2.3 acre site located on the north and west of their proposed church site at the northeast end of Del Valle Parkway approximately 200 feet east of Harvest Road from "Public and Institutional" to "Planned Unit Development-Medium Density Residential" District.
