Item 6e <br />Renort from renresentative to Con~,estion Mana~,ement A2encv (CMA) re2ardin~ <br />review of draft Corridor Mana~,ement Proiect List. <br /> <br /> Ms. Michelotti agreed with Mr. Pico's suggestion to select the third ACE train as <br />the number one priority. <br /> <br /> Mayor Tarver supported the ACE train and the allocation of the money, but he did <br />not agree with most of the other projects in the top priority list. He reminded people that <br />Council had specifically stated it would only support ramp metering if the City were <br />given the option of saying yes or no and yet millions of dollars are being spent on ramp <br />metering, concepts of traffic management, TOS surveillance, etc. He strongly supported <br />a West Dublin BART station. He understood efforts are being made to get fimding for <br />that project through a private/public partnership, but in the meantime funding is being <br />used for parking at the east Dublin station. He did not support that. <br /> <br /> Mr. Lum indicated that the details of the projects on the allocation list have not <br />yet been worked out. That is part of the process. <br /> <br /> Ms. Michelotti indicated she also wanted the West Dublin BART station, but the <br />parking situation at the east station is also important. She agreed with Mayor Tarver that <br />the City should have more information before it agrees to the ramp metering being turned <br />on. <br /> <br /> Mr. Lum explained that these Corridor Management projects involve many <br />things, including ramp metering. He described several ofthe projects proposed to <br />develop a coordinated strategy for corridor management, including ramp metering. <br /> <br /> Ms. Dennis asked about the sustainability of the ACE train. Money is being spent <br />from very limited CMA funds and she is concerned whether the ACE train can continue <br />on its own. <br /> <br /> Mayor Tarver indicated it is $50 million a mile for a BART track and that could <br />pay the subsidy for the ACE train for about 25 years. He hoped the federal government <br />or other agencies would investigate funding operations for this train. <br /> <br /> Ms. Michelotti said the current allocation is for a third train, which will generate <br />more fares. <br /> <br /> Ms. Dennis did support the ACE train, but had a concem about its operation. She <br />wanted everyone to be aware of the possibilities. She indicated she has been traveling on <br />the 880 corridor now and there is a big positive difference with ramp metering. It works <br />well to make the freeway traffic flow evenly. That corridor is as bad or worse than 1-580 <br />and she has not noticed long backups on the ramps. She understands the Mayor's <br />concern on whether it will work here, but she has only seen it operating the way it is <br />supposed to.
