Mayor Tarver agreed them would be improvements in the flow of traffic if
everyone is interconnected and we could make sure there we don't continue with the
accident pementages we have. He felt he could guarantee that the accidents at 580/680
will cause significant problems with ramp metering when it is monitoring traffic to let
cars on. That is probably no different that what occurs now without ramp metering. His
biggest concern is that he wants to know what the performance measurements will be so
the City can know that when it spends money, it will see a certain product. In other
words, something that can hold CMA accountable.

Ms. Michelotti indicated there is still an effort to get auxiliary lanes on 580.

Ms. Ayala referred to the presentation by CalTrans and the indication it needed
funding to put ramp metering on 1-680, so that when the ramp metering was turned on, it
would be in all locations at the same time. She asked what Mr. Pico's recommendation
for a second choice.

No preference had been expressed.

Mr. Lum indicated there was $12 million available countywide for this round of
funding.

It was moved by Ms. Ayala, seconded by Ms. Michelotti, to select the Ace
train as the first priority for funding.
The roll call vote was as follows:
AYES: Councilmembers Ayala, Dennis, Michelotti, and Mayor Tarver
NOES: None
ABSENT: Councilmember Pico
ABSTAIN: None

There was discussion about how to get funding for the West Dublin BART station
and the amount of money spent on the preliminary work. It was suggested that more
pressure be put on the private investors to match the funds already spent on this project.

Ms. Michelotti indicated the matter under consideration deals with special funds
that have to be spent in particular areas, which is why it is dealing only with Corridor
Management and not the Highway 84 improvements she favors as well as the BART
station.

Mayor Tarver disagreed when part of the funding is for the East Dublin BART
station parking lot. Funds could just as easily be spent on a West Dublin Station.

Pleasanton City Council 22 10/26/99
Minutes
