More regulation should be done on existing taxis with regard to cleanliness and <br />operation. If a taxi driver is banned from one city for some reason, he should be banned <br />from all cities. He pointed out the difference in charges in each city and also complained <br />of cabs coming from other cities and operating in Pleasanton. <br /> <br />There were no further speakers. <br /> <br />Ms. Dennis clarified that this was a rate ceiling. <br /> <br />Chief Neal said it was. <br /> <br /> Ms. Michelotti asked about the allegation of other companies coming to <br />Pleasanton and asked if they were supposed to adhere to our regulations. <br /> <br /> ChiefNeal said that was true. That is why there are thirty cabs with permits, even <br />though some operate in other cities. <br /> <br /> Mayor Tarver referred to the comment about a limit on the number of taxi <br />companies in Pleasanton. Council feels it should be market driven and any company can <br />apply for a license. It is interesting that there is no problem attracting cab companies to <br />this community and now they are asking for a rate increase. More companies do not <br />appear to be a market issue and existing companies are not going out of business. He <br />referred to the number of taxi companies in surrounding cities. People do not usually <br />shop around for taxi rates, but he felt it would be useful for the cities to discuss the rates <br />and agree on an appropriate fee. He felt Council's job was to regulate the taxis to see that <br />they were clean, safe and served the community. <br /> <br /> Ms. Acosta indicated the growth in the number of taxis followed the opening of <br />the BART station. <br /> <br /> Ms. Michelotti commented that it was reassuring to have taxi service at the BART <br />station. <br /> <br /> Ms. Dennis asked about Pleasanton's permit costs relative to those of Livermore. <br />She asked if our ordinances are uniform with regard to the requirements of Pleasanton <br />versus those of other cities. <br /> <br /> ChiefNeal indicated the federally mandated drug testing would be the same in all <br />cities and they would also want to recover the costs of background investigations. He <br />was uncertain with regard to other requirements. <br /> <br /> Ms. Acosta felt the only thing Pleasanton required that was unusual was the <br />requirement that the company have an office location in the city.
