John Spotomo, 1028 Harmony Lane, Redwood City, presented pictures of
existing structures which were used for the design of the proposed home and reviewed
the details of design and materials. He clarified that the roof would be a matte dark green
corrugated metal, which is non-reflecting. He also said the chimney will be painted
metal. There is not much rock on the ranch, so the house will replicate an adobe look.
He pointed out the road to the house on a drawing.

Ms. Ayala asked staff to comment on the water tank road.

Mr. Swift said the road is already in and is more visible than the road to the
Spotorno house because it is on top of the ridge to avoid grading. It may be possible to
add landscaping to soften visibility in the future.

There being no further testimony, the public hearing was closed.

It was moved by Ms. Dennis, seconded by Ms. Michelotti, to authorize the
Mayor to sign the draft letter to Alameda County.

The roll call vote was as follows:
AYES: Councilmembers - Ayala, Dennis, Michelotti, Pico, and Mayor Tarver
NOES: None
ABSENT: None
ABSTAIN: None

There was a break at 8:35 p.m.

The meeting reconvened at 8:43 p.m.

Item 6c
Taxi Cab Rate Increase (SR 00:011)

Police Chief Tim Neal presented the staff report.

Mayor Tarver invited public testimony.

Reza Ghorbani, 3596 B Utah Street, supported the staff report. The rate increase
is justified because gas prices, insurance rates, police permit fees, and other costs of
operation have gone up. He requested Council to consider a limit on the number of taxi
cab companies in the city. He believed there is free enterprise and felt the cab companies
should set their own rates and let the public decide which to use.

Harry Mann also supported the rate increase for the same reasons stated by Mr.
Ghorbani and in the staff report.

Sharif Akbari, 2008 Broadmoor Street, opposed the rate increase because of
effects on the taxi drivers. The various permit costs are already too high for the drivers.

Pleasanton City Council 9 01/04/00
Minutes
