Ms. Dennis agreed that it would be useful to pursue a uniform rate within the Tri- <br />Valley. <br /> <br /> Ms. Michelotti referred to the issue of excellence in service and cleanliness. She <br />believed that was market-driven. The City only checks for safety. <br /> <br /> Chief Neal indicated the taxi companies provide a public service by taking cars <br />out of parking lots, having designated drivers, and conveniences to the business parks. It <br />is a balancing act. <br /> <br /> It was moved by Mayor Tarver to approach the cities of Livermore and <br />Dublin to charge a $2.00 rate. The motion died for lack of a second. <br /> <br /> It was moved by Ms. Ayala, seconded by Ms. Michelotti, to adopt Resolution <br />No. 00-002, approving a flag drop rate of $2.00 for taxicabs. <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers - Ayala, Dennis, Michelotti, and Pico <br />NOES: Mayor Tarver <br />ABSENT: None <br />ABSTAIN: None <br /> <br />Item 6d (previously 4d) <br />Proposed City Grant 2000 Application Packet and Guidelines (SR 00:012) <br /> <br /> Mr. Pico asked if all non-profit organizations had been notified of this change in <br />policy. He was surprised there were no representatives at this hearing. <br /> <br /> James W. Wolfe indicated they were notified when this went to the Commission. <br />Eileen Morley spoke with many representatives from those organizations. <br /> <br /> Mr. Pico was concemed about the phasing out of the support. He felt there is a <br />difference in the role of a public agency in providing public support and public services <br />versus that of a private foundation that might be helping to fund and establish certain <br />programs. He felt there are ongoing public service needs that can only be met by a public <br />agency. He felt the phasing of support would have a negative impact on those programs. <br />He asked that more information be provided as to which currently supported agencies <br />would be negatively impacted by this new guideline. He believed the city has supported <br />immunization through the Valley Community Health Center for infants and other <br />programs when the County of Alameda has cut funding. He did not want those programs <br />on a stepped-down formula. He felt some flexibility was being taken away from <br />Council's ability to provide public support where needed.
