Item 6a, Preannexation Agreement with Spotorno, was continued at the applicant's request to January 18, 2000. It was moved by Ms. Michelotti, seconded by Ms. Ayala, to add an item to the agenda regarding Internet and video policies for the Pleasanton Library. The reason for adding this item after the agenda had been posted was that these policies have to be adopted before the end of 1999 in order for the City to get funding from the State and there is no other meeting scheduled for the rest of 1999. The roll call vote was as follows: AYES: Councilmembers -Ayala, Dennis, Michelotti, Pico, and Mayor Tarver NOES: None ABSENT: None ABSTAIN: None 4. CONSENT CALENDAR It was moved by Ms. Dennis, seconded by Ms. Ayala, that the following actions be taken on the Consent Calendar: a. Approve the City Council Minutes for 11/02/99 and 11/09/99. Approve monthly disbursements in the mount of $8,932,659.75 for October 1999, investments, and COPS AB 3229 expenditures report. (SR 99:338) Ratify City Manager's approval of Contract with Luhdorff & Scalmanini for reconstruction of Well No. 5. (SR 99:341) Adopt Resolution No. 99-135, appropriating $54,000 from Pleasanton's 20% set aside funds from the Tri-Valley Transportation Fee as Pleasanton's share (50%) of the costs for preparation of a Project Study Report for improvements to the I- 580/Foothill Road interchange. (SR 99:334) Adopt Resolution No. 99-136, canvassing the election returns and declaring the results of the November 2, 1999 Special Municipal Election.
