proposed uses might be a boutique or chiropractic office; something that does not <br />generate much traffic. <br /> <br /> Roger Manning, 4725 First Street, felt Mr. Swift had covered all the issues <br />regarding this application. He felt it should be commercial due to the large parking lot <br />behind it. The Mavridis have no intention of changing the exterior of the house. He <br />encouraged Council to approve the application. <br /> <br /> Glen Higgins, 159 Ray Street, opposed the application. He believe the <br />encroachment of commercial uses into the residential area of Ray Street affected his <br />quality. of life. Traffic is a problem and more and more cars are illegally parking on the <br />north side of Ray Street. He felt this application would add to the problem. The General <br />Plan max, designate this property commercial, but that can be changed as other things in <br />the area have been. Commercial development at 325 Ray has been stopped pending <br />review bv the Downtown Specific Plan Committee. Consideration is being given to the <br />need for businesses to get along with residents. If residential uses are abandoned, it will <br />impact the number of people to shop at downtown businesses. He cited the difficulties in <br />getting to the parking lot behind the commercial uses and the problems with the narrow <br />driveway. He asked Council to preserve this as a residence. However, if it is rezoned, he <br />asked Council to restrict the uses to not include restaurants, bars, or entertainment <br />facilities. medical and service businesses that generate thousands of trips and businesses <br />that are only open eight to five on weekdays. He asked that the driveway stay as a one <br />way exit and be clearly marked. He said 357 Ray is beautiful old house and he <br />appreciated the owner cleaning up the lot. <br /> <br /> Sue Axton, 225 Ray Street, was concerned that rezoning this property to <br />commercial would create a domino effect. Commercial uses generate more trips than a <br />residential use and she agreed with the statement about illegal parking on Ray Street. She <br />complained of gridlocked traffic at Ray and Main Street in the evenings. <br /> <br /> .Mr. Mavridis felt he was doing what was best for Pleasanton and wanted to draw <br />more people to that end of downtown. Since the Cheese Factory closed, there has not <br />been as much interest in that end. He did not feel there would be a traffic problem on <br />Ray because only traffic leaving the premises would be using Ray. He described his <br />plans for the parking lot. <br /> <br />There being no further speakers, the public hearing was closed. <br /> <br />Ms. Michelotti asked if the driveway was to remain a one way access. <br /> <br /> Mr. Swift said it stays as is until there is some modification to the site and would <br />require design review by staff or the Planning Commission. Any change of use would <br />most likely require changes to the interior of the building.
