Mr. Swift said it was zoned R-1-6,500 and is designated in the General Plan and <br />Specific Plan for commercial uses. That property use is pending a review by the <br />Downtown Specific Plan Committee. <br /> <br /> Ms. Ayala asked if rezoning the Mavridis property would have any impact on the <br />Downtown Specific Plan Committee recommendations. <br /> <br /> Mr. Swift did not think it would have any effect on a decision regarding the <br />Rathbone property. The key is the relationship of the Walnut Drive residences to the <br />vacant Rathbone property rather than on the Mavridis lot or across the street. Several of <br />the old houses across the street have been changed to commercial office uses. <br /> <br /> Mayor Tarver did not want to see many of the uses that are allowed in <br />commercial zoning on this location. It was difficult to assess what kinds of uses will be <br />at this location. <br /> <br /> Mr. Swift said the only way to control the uses would be with PUD zoning. He <br />believed the Downtown Specific Plan Committee would be reviewing the uses allowed in <br />the C-C District. Mr. Swift explained that many years ago the allowed uses were <br />expanded in an effort to draw businesses to downtown. That was very successful and the <br />downtown is now very active. <br /> <br /> Mayor Tarver liked the idea of a PUD designation for this property to control the <br />uses and preserving the historical structure. <br /> <br /> Ms. Dennis was concerned that this is a small piece of property to have a PUD <br />zoning designation, especially since the Downtown Specific Plan Committee is still <br />deliberating. Even if this is designated commercial, it is still a transition property with a <br />residential appearance. She asked what review is normal for commercial uses. <br /> <br /> Mr. Swift said a permitted use could move in without any review. He believed <br />the Downtown Specific Plan Committee will closely review the kinds of uses to be <br />allowed in different areas of the downtown. Design review would be required only if the <br />exterior of the structure or the site is modified, such as parking lot changes or an access <br />ramp. He reviewed the typical uses that would be allowed with minimal structural <br />changes and pointed out the size of the house would affect what type of use would be <br />suitable. He also said the houses across the street from 357 Ray Street on the south side <br />are now zoned Central Commercial. <br /> <br />It was moved by Ms. Ayala, seconded by Ms. Dennis, to adopt Resolution No. 99- <br />133, approving a Negative Declaration for this application and finding that the <br />project would have a de minimis impact on the site's wildlife. <br /> <br />Pleasanton City Council 7 11/09/99 <br />Minutes <br /> <br /> <br />
