Brian Swift presented the staff report. <br /> <br /> Ms. Michelotti asked how long this property had been designated <br />commercial/office on the Genera/Plan. <br /> <br />Mr. Swift said since 1964. <br /> <br /> Ms. Michelotti pointed out that in the Downtown Specific Plan this property is <br />designated pedestrian oriented retail land use. Even though it is a residence, the <br />application complies with the Specific Plan and General Plan <br /> <br /> Mayor Tarver asked if there was a way to satisfy the historical issue by adding a <br />condition that the house was to maintain its secondary historical building status. <br /> <br /> Mr. Swift said that could be added, but to change the building there would have to <br />be a full design review process. <br /> <br /> Ms. Dennis was concerned about preserving the streetscape. She did not want to <br />see large commercial buildings on either side of the house and asked if the house could <br />be moved close to the other residences in that event. <br /> <br /> Mr. Swift replied that staff has strongly urged the owner of the adjacent property <br />to consider a development plan for the property that would continue the "small house" <br />frontage up to Walnut Drive. The adjacent property owner is considering that and <br />indicated there are no plans to develop until after the Downtown Specific Plan is <br />completed. Staff believes that even if both of the Rathbone properties remain residential, <br />the Mavridis property could still have commercial uses because of the driveway that <br />connects it to the Cheese FactoZ' and the backyard is primarily all parking lot. The kinds <br />of uses that typically go into this ~-pe of older Victorian house is compatible to the <br />downtown. <br /> <br /> Ms. Dennis wanted to make certain the Downtown Specific Plan Committee <br />reviewed the streetscape of this location. Is there nothing Council can do to address the <br />structure as separate from the property itself?. <br /> <br /> Mr. Swif~ said this application deals with uses. The staff report indicated the area <br />could be zoned to PUD with limited uses; however he believed the use of the building <br />could as easily be addressed when a design review application comes before Council. <br />The underlying zoning could be commercial no matter how the structure was used, even <br />if it remained residential. <br /> <br />Mayor Tarver declared the public hearing open. <br /> <br /> John Mavridis, 357 Ray Street, indicated he was available to answer any <br />questions.
