street blockage. He was willing to work with the applicant on allowing partial street
blockage with a smaller, narrower tent or two small tents.

Ms. Muller said her plans had already been made and the Code that is being cited
was not on the permit. She had contacted every agency she could think of and no one
mentioned this Code section.

Ms. Michelotti pointed out that Council cannot act on this matter at this meeting
and referred to other applications that had been denied. She asked Ms. Muller to work
with staff to find a way to use smaller tents.

Chief Gary indicated the minimum clearance the Fire Department could accept in
order to get trucks through would be about fourteen feet.

Mr. Deaver pointed out that even if there were a twenty foot fence, there is still
about ten feet taken up by the guywires. Parkside Drive is the main access to that
neighborhood.

Mayor Tarver felt there were two options: put this on the next agenda for
discussion or try to get smaller tents and work with the Fire Department to make it
acceptable.

Ms. Muller did not think the Fire Department was willing to work with her.

Chief Gary said if the residents can provide ten to twelve feet access between the
tent and the curb to get a fire truck by, it would be acceptable.

Kurt Kummer, 4456 Clovewood Lane, indicated he had been in support of the
CAPP Initiative but was also concemed about some aspects of it. He likes the idea of
boards and commissions to make decisions for those who do not have the time to review
all the information necessarv and was concerned that the Initiative would change that
drastically. He wanted Council to revisit the five major undeveloped properties in
Pleasanton.

6.
