think that owner should be the last one reimbursed under Pan 5. He did not agree with <br />undergrounding because the 60 KV poles would still be there. The undergrounding <br />would only remove a few wires and add $1.3 million to costs, which is a waste of money. <br /> <br /> Roger Manning, 4725 First Street, encouraged Council to find some solution at <br />this meeting, at least to allow the west Vineyard area to move forward. There is no <br />benefit to holding up their development until next year. He suggested continuing the <br />processing of their tentative maps concurrently with the resolution of details for the <br />financing plan. He did not suggest homes could be built, but to proceed with the paper <br />processing with a condition the final map cannot be recorded until the finance plan, the <br />schools and the road are provided for. The process to complete a final map will take <br />another six or seven months, which should provide enough time to finalize the <br />infrastructure financing plan. The builder on the west end will be paying $900,000 in <br />infrastructure fees. The school site has been contracted for and is in escrow. He believed <br />that within 45 days the properties at the east end will be under contract by one or more <br />builders who are anxious to build the streets, infrastructure and homes allowed under the <br />Specific Plan. <br /> <br /> Doyle Heaton, Delco Bu~ders, Concord, indicated he has had six properties in the <br />westem Vineyard area for a year and a half. He has submitted everything necessary and <br />his tentative map is deemed complete by the staff and ready to proceed with hearings. <br />However that cannot occur until a financing plan is approved. They have all necessary <br />infrastructure in place and will pay their share of infrastructure to the east. Some of his <br />contracts will be running out and he is concerned about further delays while the details of <br />the financing plan are worked out. He urged Council to approve continued processing of <br />his tentative map, subject to a condition that no construction can occur. That would <br />allow another four to six months for the City to know if the school is to be constructed <br />and to ~nalize the financing plan. It will only take forty out of a total of 160 units to <br />provide the necessary funds for the infrastructure. He agreed with Mr. Manning that <br />within 45 to 60 days there will be developers ready to proceed with projects. He again <br />urged Council to allow his tentative maps to proceed. <br /> <br />Ms. Michelotti asked when the fees would be paid. <br /> <br />Mr. Heaton said fees are paid at the final map. <br /> <br /> Mr. Swift clarified that fees are paid at the final map, or if improvements are <br />constructed there is a credit against the fees, or a bond is provided for the improvements. <br /> <br /> Mayor Tarver asked if Council could allow the tentative map to proceed without <br />changing the Specific Plan? <br /> <br /> Mr. Swift said no.
