Mary Roberts, 1666 Vineyard Avenue, asked if this plan insures the <br />infrastructure; does it encourage development and discourage nondevelopment of small <br />parcels: is it the best we can do; and has this been hurried unnecessarily7 She felt only <br />Pan 1 is assured. Concerns were expressed about the 8% in effect for years. With more <br />time. a better financing plan could be developed and more information will be available <br />in a couple of months. She felt this had been hurried because of the CAPP Initiative and <br />supported waiting a while and having a workshop. <br /> <br /> Ms. Ayala did not believe there was a way to proceed with a tentative map for the <br />western portion according to the Specific Plan. She agreed this financing plan had been <br />hurried and felt there should be a workshop and time to resolve some outstanding issues <br />such as the school. <br /> <br /> Mayor Tarver indicated he had not supported the Specific Plan. The <br />infrastructure that needs to be built to allow growth is a problem. This is a perfect <br />example of how we go to extremes to say money will be advanced to get infrastructure <br />and construction will be phased. Mr. Brozosky is fight, the street will be tom up many <br />times. unless you get all developers to develop a master plan and infrastructure is built all <br />at one time. The reason he doesn't like this is that there was a target of 150 units in the <br />Vineyard Corridor and we ended up with 189 units based on an economic analysis. The <br />analysis said the residual land value was $90,000 per acre and it was just stated that the <br />property. has doubled in value to $180,000. That refutes the economic analysis and he <br />felt 150 units could be built and the residual land value would be well over $90,000. <br />Now there is discussion about phasing the infrastructure to make it easier to develop the <br />area. No wonder people are upset. He said a school is needed; a road is needed at the <br />same time; and we need to figure how to do that. He absolutely would not support any <br />finance plan or the Specific Plan and would like to revisit the Specific Plan to allow <br />amendments. <br /> <br /> Ms. Michelotti said a Specific Plan was approved, even though it was a <br />compromise. It is now necessary to approve a financing plan. What is driving the need <br />for the infrastructure is to have it in place when the school is ready to be built. In the <br />meantime, the westem portion of the Vineyard Corridor is ready to proceed and has <br />infrastructure in place. Council should find a way to proceed with the financing plan. It <br />has held up people who have gone through a process and are now being held up again <br />until the financing plan is approved. <br /> <br /> Mr. Pico still supported the Vineyard Corridor Specific Plan and was confident <br />the relationship with the School Board would improve and issues regarding the school <br />and infrastructure could be resolved. This financing plan is very complex and he needed <br />time to examine the information in the latest memorandum. There has been a request for <br />a workshop to further examine the issues and understand the details.
