Mayor Tarver agreed with Mr. Hahner's request and asked that Item 6b? the <br />Vineyard Avenue Corridor Infrastructure Financing and Phasing Program, be continued <br />to the meeting of November 9, 1999. <br /> <br /> Ms. Michelotti thought it would be helpful for the Vineyard matter to be <br />discussed and to get questions from Council or citizens answered. The decision could be <br />continued to the next meeting. <br /> <br /> Mr. Pico supported the Mayor's position and believed the Financing Plan as <br />presented may be moot depending upon the outcome of the election. <br /> <br /> Brian McGuire, 233 Del Valle Court, asked why delay this when it has taken nine <br />years to get it before Council7 <br /> <br /> Mayor Tarver indicated he was continuing the item because he wanted to know if <br />the CAPP Initiative passed or failed. He also had questions about the examples presented <br />by staff in the staff report. <br /> <br /> Mr. McGuire indicated the west Vineyard area should never have been part of the <br />Vineyard Avenue Corridor. He objected to playing politics with 25 units, including his <br />nine lots. and felt it was an insult. He has tried for nine years to get his project through <br />Council and he strongly objected to the further delay. He believed the infrastructure was <br />already in place for his property and he did not think he should have to participate in the <br />infrastructure for the rest of Vineyard Corridor. It is unfair to suspend his property. rights <br />for this long. <br /> <br /> Ms. Michelotti asked if the 25 units previously approved would be affected if the <br />Financing Plan is not adopted. <br /> <br /> Mr. Swift explained that the Specific Plan requires a financing plan to be <br />approved prior to approval of any tentative map. Council has approved a PUD <br />development plan for the 27 lots including Mr. McGuire's nine lots. The developer is <br />preparing a tentative map and would like to submit it as soon as the financing plan is <br />adopted. <br /> <br /> Mr. McGuire vehemently objected to the treatment he has received and indicated <br />he has done everything possible to satisfy the requirements and the desires of his <br />neighbors. <br /> <br />4. CONSENT CALENDAR <br /> <br /> It was moved by Ms. Michelotti, seconded by Ms. Ayala, that the following <br />actions be taken on the Consent Calendar: <br /> <br />Approve City Council Minutes for 10/19/99.
