Ms. Dennis asked if that condition was presented to the Happy Valley residents <br />and did they have any comments? <br /> <br /> Mr. Lum said the document was not circulated because staff wanted Council <br />review before sending it out. This topic and the meeting were fully noticed. <br /> <br /> Ms. Michelotti asked if every Specific Plan was to be voted on? She fully <br />supported what these people want. There is a Specific Plan and Council will abide by it <br />as it is. <br /> <br /> Ms. Ayala asked if the Mayor's purpose was to give the people in Happy Valley <br />confidence that the Specific Plan will not be changed? <br /> <br />Mayor Tarver said yes. <br /> <br /> Mr. Pico asked if it was necessary to adopt the pre-annexation policies at this <br />time. If the annexation election is postponed to next March, there are still many issues to <br />be resolved and he did not think it was beneficial to adopt the policies now. <br /> <br /> Ms. Acosta felt it would be beneficial to have the policies adopted relatively soon <br />so the Happy Valley residents would know what they are. <br /> <br />Mr. Pico wanted more information. <br /> <br /> Ms. Michelotti wanted to look at alternatives to the construction traffic route other <br />than trying to do it along the bypass road. <br /> <br />Mayor Tarver asked for public testimony. <br /> <br /> Leslie Wolf, 6028 Alisal Street, thanked the Mayor for listening to the concerns <br />that have been expressed over the last two years. She said the bypass road is a must in <br />order for the annexation to be approved. She supported postponing the annexation <br />election and wanted a copy of the pre-annexation policies mailed to the residents. <br /> <br /> Mayor Tarver indicated the idea was to have a discussion regarding the policies <br />before sending a final draft out to the residents. <br /> <br /> Bud Barlow, 6723 Alisal Street, indicated the Alisal Improvement Club Board <br />supports the postponement of the annexation election. He referred to the construction on <br />Sycamore Street for the last six months. He was concerned that the same situation would <br />occur on Alisal Street.
