Ms. Michelotti referred to #4 on the policy statement regarding the temporary <br />road for construction vehicles and asked if that were feasible. <br /> <br />Mr. Lum said that was included because of the Specific Plan requirements. <br /> <br /> Ms. Michelotti did not believe it was realistic to use the bypass road rome and felt <br />alternatives to Sycamore and Alisal had to be found. <br /> <br /> Mr. Lum suggested wording the policy statement more broadly to say the City <br />will make every attempt to explore alternative temporary alignments that can avoid the <br />Happy Valley Loop, or minimize the impact to it. <br /> <br /> Mayor Tarver appreciated staffs attempts to incorporate his suggestions, but he <br />wanted to make certain the neighborhood will decide whether there are changes to the <br />Specific Plan. not just give their input. They are now deciding on whether to annex based <br />on what's in existence. To annex the area and then change the rules and not give them <br />the right to vote on the changes will lead to the same situation that exists in the Vineyard <br />Corridor where residents accuse Council of bad faith. <br /> <br /> It was moved by Mayor Tarver to amend policy #15 to require a vote of the <br />Happy Valley residents for any change to the Specific Plan. <br /> <br />The motion died for lack of a second. <br /> <br /> Mayor Tarver said the difference in his condition is that what staff is proposing is <br />standard procedure. The City always tries to get input from affected residents. The <br />question is who will be in control of the ultimate changes to the Specific Plan and he <br />wanted those who are voting on the annexation to have that control. <br /> <br />Ms. Michelotti asked how that would be possible procedurally. <br /> <br /> Mr. Roush said it would be handled the same way the mail-ballot election for the <br />annexation is being processed. What the Mayor is proposing is that if changes are made <br />to the land use plan of the Specific Plan, then that proposal would be sent to the <br />registered voters within the Happy Valley Specific Plan area. <br /> <br /> Ms. Michelotti felt that indicated no faith in any future Councilmembers. If the <br />residents came to Council and indicated they did not want changes, you are saying there <br />would be three Councilmembers who would vote against the wishes of the residents. She <br />had a problem with allowing only a select few people to vote on this. <br /> <br /> Mayor Tarver believed the annexation would be more positive if the Happy <br />Valley residents believed that the Specific Plan was more than just two years of their <br />efforts to develop a Specific Plan. <br /> <br />Pleasanton City Council 11 <br />Minutes <br /> <br />11/02/99 <br /> <br /> <br />
