5. Scheduling a public hearing at 8:00 P.M., on July 28, 1969, on the application <br /> of Harry Shackelton to fezone from the A (Agricultural) District to the <br /> R-1-20,O00 (Single Family) District that property described as Parcel 4, Block <br /> 4045, Assessor's Map Book 946, containing 3.44 acres, more or less, and located <br /> on the west side of Foothill Road, south of Bernal Avenue and north of Castle- <br /> wood Drive. <br /> <br />6. Scheduling a public hearing at 8:00 P.M., on July 28, 1969, on the application <br /> of D&V Builders for an amendment to Ord. No. 520 and an existing P.U.D., in <br /> order to apply final zoning to allow construction of single-homes as noted <br /> under preliminary development plans labeled "Garden Court Homes", to be located <br /> in an R-2 District generally situated easterly of Hopyard Road and northerly of <br /> Black Avenue. <br /> <br />7. Adoption of Resolution No. 69-153 accepting grant deed and Improvement Agreement <br /> from Western Sierra Lumber Co., Santa Rita Road Widening. <br /> <br />8. Scheduling a public hearing at 8:00 P.M., on August 4, 1969, on the application <br /> of the Planning Commission to amend Art. No. 13 of Ordinance No. 520 relating <br /> to Planned Unit Development. <br /> <br />9. Scheduling a public hearing at 8:00 P.M., on August 4, 1969, on the application <br /> of the Planning Commission to amend Art No. 20 of Ordinance No. 520 by adding <br /> Section 20.101. relating to Temporary Uses. <br /> <br />The roll call vote was as follows: <br />AYES: Councilmen Betaills, Rega, Reid, Spiliotopoulos and Mayor Gerton <br />NOES: None <br />ABSENT: None <br /> <br /> PUBLIC HEARINGS <br />Consideration and Adoption of the Proposed 1969-70 Budg~t~._Sj_l_~;~Land Related <br />Benefit Recommendations <br /> Mayor Gerton stated that he would like to hear all public testimony regarding <br />the Proposed 1969-70 Budget and Salary Recommendations at this time, and then sub- <br />sequently review the additional Justification that has been submitted by the City <br />Manager. <br /> Mrs. Ronald Dailey, Komandorski Village, addressed the Council and asked <br />whether Mr. Edgar was authorized by the City Council to negotiate the contract <br />with the Housing Authority· Mayor Getton informed her Mr. Edgar had prepared a <br />report at the request of both the Housing Authority and the City Council, and <br />that this report was forwarded to the Housing Authority for their consideration. <br />However, he pointed out that the actual negotiation of the contract will await a <br />meeting between the City Council and the Housing Authority. <br /> At this time Mr. Fales reviewed his memorandum of June 30, 1969, which con- <br /> tained supplementary justification for the 1969-70 Budget. In light of the justi- <br /> fication contained in this memorandum there were no changes in the Budget document <br /> except in Account No. 537, Park Maintenance, in which the Council deleted the pur- <br /> chase of a new truck, and the previously adopted change to delete the dictation <br /> equipment from the Water Division. <br /> Mr. Edgar reviewed the current City policy regarding premium pay, and after <br /> some discussion the Council agreed with the current policy. <br /> At this time Mr. Fales reviewed the Proposed 1969-70 Salary Report and Related <br /> Benefit Recommendations for the Council and indicated that he proposed one change <br /> in his recommendations. This change related to the salary range for the proposed <br /> Permits Clerk position, and he recommended that this salary range be raised from <br /> $469-$570 to $517-$628. <br /> Mr. Fales also indicated that it was his intention to propose a reclassifica- <br /> tion study for certain positions in the competitive service in order to attempt to <br /> correct some lnequities. <br /> Mr. Donald Sooby, President of the Pleasanton City Employees Association, pre- <br /> sented the views of the Association. He stated that for the most part the Asso- <br /> ciation agreed with the recommendations of the City Manager, however, he made it <br /> clear that the Association felt that the general salary level of the City employees <br /> was low in comparison to those of surrounding jurisdictions. Mr. Sooby reiterated <br /> his earlier request that the City Council authorize a reclassification study for <br /> the competitive service. <br /> It was moved by Councilman Reid and seconded by Councilman Beratlis that the <br /> public hearing o., this matter be closed. <br /> <br /> <br />
