355 <br /> <br />Mayor Gerton recessed the meeting at 10:00 P.M. <br /> <br />Mayor Gerton reconvened the meeting at 10:15 P.M. <br /> <br />MEETING OPEN TO THE PUBLIC <br /> Dr. Norbert MacNamara, Physchiatrist at Parks Job Corps Center, after reviewing <br />the work the Job Corps is doing to rehabilitate the corpsmen and providing the <br />Council with employment statistics and the costs for training these men, requested <br />that the City Council endorse and support the move to keep the Parks Job Corps <br />open for at least another year. <br /> Mr. Leon Dillinberg, 1699 Ramblewood, an ex-staff member at the Parks Job Corps <br />and presently associated with the National Alliance of Businessmen, stated that the <br />NAB program was far superior to the Job Corps in that it provided on the job train- <br />ing with a partial financial return to the employer for training costs which were <br />far less than the costs of training a corpsman at a Job CorDs Center. <br /> Dr. MacNamara stated that most employers wont tolerate the corpsmen's social <br />habits and he felt that training in this field was equally important with job <br />training. <br /> After considerable discussion on this matter, it was moved by Councilman Reid <br />and seconded by Councilman Beratlis that Resolution No. 69-73, urging all respon- <br />sible Federal officials to take whatever action that is necessary to retain Parks <br />Job Corps facility as a functioning program, be adopted. <br />~he roll call vote was as follows: <br />AYES: Councilmen Beratlis, Reid, Spiliotopoulos and Mayor Gerton <br />NOES: None <br />ABSENT: Councilman Rega <br /> <br />REPORTS OF THE CITY ~ANAGER <br />Request to attend Management Conference at Asilomar Conference grounds <br />Mr. Fales reviewed the agenda of the Intergovernmental Management Conference <br />to be held at Asilomar from April 27-30, and stated that he felt it would be to <br />the advantage of the City if he artended. <br /> It was moved by Councilman Beratlis and seconded by Councilman Reid that Mr. <br />Fales attend the Intergovernmental Management Conference at Asilomar from April <br />27-30, 1969. <br />The roll call vote was as follows: <br />AYES: Councilmen Beratlis, Reid, Spiliotopoulos and Mayor Gerton <br />NOES: None <br />ABSENT: Councilman Rega <br /> <br />Matters for the Information of.the Cguncit <br />Mr. Fales stated that he would arrange for a joint study session with City <br />Council and the Board of Directors of the Valley Community Services District re- <br />garding the possible increase of sewer connection charges and other matters re- <br />lating to the V.C.S.D. Treatment Plant. <br /> <br /> Mr. Fales read a memorandum from the Assistant City Manager, dated April 11, <br />1969, requesting authorization to have the Claim Warrants of the City approved on <br />the third Monday of each month instead of the second Monday. <br /> It was moved by Councilman Spiliotopou!os and seconded by Councilman Beratlis <br />that the Claim Warrants of the City of Pleasanton be presented for approval to the <br />City Council on the third Monday of each month. <br />The roll call vote was as follows: <br />AYES: Councilmen Beratlis, Reid, Spiliotopoulos and Mayor Gerton <br />NOES: None <br />ABSENT: Councilman Rega <br /> <br /> Mr. Fales reported that he has forwarded to the Council the "Guide to Legisla- <br />tive Procedures in California Cities". <br /> <br /> Mr. Fales stated he has also forwarded a list of the winners of the 1968 In- <br />dustrial Safety Contest to the Council and called their attention to the City of <br />Pleasanton receiving, for the second year, a "no-injury" award. <br /> <br /> Mr. Fales stated that the Minutes of the last meeting of the Amador-Livermore <br />Valley Sand and Gravel Study Committee have been forwarded for the Council's in- <br />formation. <br /> <br /> Mr. Fales announced that a copy of a memorandum, dated April 11, 1969, togethe~ <br />with the Preliminary Report of Law Enforcement Priorities has been forwarded to th <br />City Council. <br /> <br /> 3. <br /> <br /> <br />
