MATTERS CONTINUED FOR DECISION Discussion Re: Proposfl~ua~y on...~pperson Ridme Mr. Fales stated that the Valley Planning Committee met on April 10, 1969, and adopted the following resolutions: 1. That the Board of Supervisors be informed that the Valley Planning Committee declare that its main mission is directed to the careful scrutiny of any development project affecting planning and land use, with particular subjects of interest to include general plan composition and modification, major land use changes, transportation systems, incorporation and annexation proposals, public works projects, and open space programming with the notable involvement of park and recreational facilities such as Sunol Regional Park. 2. That the Board of Supervisors be advised that if, in their judgment, the Sunol Regional Park property cannot be adequately protected as to its intended public use against other land use proposals in the vicinity by means of the imposition of regulations or development standards or conditions which are enforceable, then such proposals should be denied. Mr. Fales reviewed the 25 conditions listed in the second motion made and passed by the Valley Planning Committee. After a lengthy discussion on the entire proposed Apperson Ridge Quarry, it was moved by Councilman Reid that Mr. Burke Critchfield, representing the Utah Mining Company, a representative from the East Bay Regional Park District and the Alameda County Planning staff representative be asked to make a presentation on the pro- posed Apperson Ridge Quarry to the City Council. Councilman Reid's motion died for lack of a second. After additional discussion it was moved by Councilman Spiliotopoulos and seconded by Councilman Beratlis that Resolution No. 69-70, adopting the resolution of the Valley Planning Committee regarding open space programming of park and re- creational facilities such as Sunol Regional Park, be adopted. The roll call vote was as follows: AYES: Councilmen Beratlis, Reid, Spiliotopoulos and Mayor Gerton ~IOES: None ABSE[-~: Councilman Rega It was moved by Councilman Spiliotopoulos and seconded by Councilman Beratlis that Resolution No. 69-71, adopting the resolution of the Valley Planning Committee regarding their request to the Board of Supervisors to adhere to all 25 conditions in protecting the Sunol Regional Park property, be adopted. The roll call vote was as follows: AYES: Councilmen Beratlis, Reid, Spiliotopoulos and Mayor Gerton NOES: None ABSENT: Councilman Rega SPECIAL REPORTS Report of the Joint City-School Citizens Committee on Finances Councilman Reid, Chairman of the Joint City-School Citizens Committee on Finance requested that the Council and the Committee hold a Joint Study Session to review this report. Mr. Fales stated that he would arrange this. REPORTS OF BOARDS AND COMMISSIONS ~port of the Plannin5 Commission Re: Approval of P.U.D. 69-1, RM 1500 District, subr!itted by George Oakes for the property located north of West Las Positas B!vd. and west of Fairlands Drive and containin~ 2.1 acres .... Mr. Castro presented a map of the PoU.D. and reviewed the report of the Planning Commission and their Resolution No. 884 which approved the concept for the subject P.U~D. preliminary development plan. Mr. Robert Pearson questioned the lot frontage and stated that this P.U.D. vc!uld impose too high a density in the area and create a severe traffic problem c~iong Fairlands Drive. After considerable discussion regarding this matter, it was moved by Councilman Deratlis and seconded by Councilman Reid that Resolution No. 69-72, approving P.U.D. 69-I, RM 1500 District, as submitted by Mr. George Oakes for the property located north of West Las Positas Blvd,, and west on Fairlands Drive and containing 2.1 acres, be adopted.
