3 <br /> <br /> Councilman Betaills pointed out the fact that the homes within this PUD Dis- <br /> trict were Just slightly less than the lower priced homes in some of the subdivi- <br /> sions now under construction. <br /> Mr. Green, Redberry Court, Pleasanton, stated that he was definitely opposed <br /> to this type of development. <br /> After a lengthy discussion regarding this matter, it was moved by Councilman <br /> Reid and seconded by Councilman Beratlis that the public hearing be closed. <br /> The roll call vgte...~a.s as follows: <br /> AYES: Councilmen Beratlis, Rega, Reid, Spiliotopoulos and Mayor Getton <br /> NOES: None <br /> ABSENT: None <br /> <br /> Mayor Getton declared a recess at 10:20 P.M., and stated that the Council <br /> would discuss the appeal of D&V Builders, Inc., as soon as he reconvened the <br /> meeting. <br /> <br /> Mayor Getton reconvened the meeting at 10:35 P.M. <br /> <br /> Continued discussion ensued regarding density, traffic circulation, and the <br />b~ fact that the cost of these homes are above the price that the $6,000.00 to <br />~'~ $9,000.00 per year salary earner can qualify for. Mr. Castro stated he, per- <br />GO sonally, felt there are merits to the concept as presented by Mr Frost but had <br />'D ' <br />L.) hoped that the price range would have been within reach of those families in the <br />(.~ $6,000.00 to $9,O00.00 bracket. Mr. Castro stated that increase in the prices <br /> of the homes in Pleasanton are so drastically out of proportion to the increase <br /> in wages,and the amount of families unable to qualify for housing in this area <br /> will continue to expand upwards during the years to come. <br /> After considerable discussion, it was moved by Councilman Spiliotopoulos and <br /> seconded by Mayor Getton that Resolution No. 69-61, granting the appeal of D&V <br /> Builders, Inc., and refer the matter to the Planning Commission with conditions <br /> listed by the City Attorney regarding prices, be adopted. <br />.... The City Attorney stated that the City could not regulate the prices of these <br /> homes. <br /> Councilman Reid moved a stustitute motion which was seconded by Councilman <br /> Spiliotopoulos that Resolution No. 69-61, granting the appeal of D&V Builders in <br /> the matter of their application for preliminary Planned Unit Development approval <br /> to allow construction of single-family homes as noted under the preliminary <br /> development plans labeled "Garden Court Homes", to be located in an R-2 District <br /> generally situated easterly of Hopyard Road and northerly of Black Avenue, subject <br /> to the following conditions: <br /> 1. The approval was given with the expressed understanding that the developer <br /> will be able to sell his product to persons in moderate income situations, <br /> i.e., $6,000.00 to $10,000.00 annual income; <br /> 2. The approval is subject to specific subdivision design approval by the <br /> Planning Commission; <br /> 3. The approval is subject to design review approval by the Design Review <br /> Board; <br /> 4. The approval is subject to the conditions contained in Recreation and <br /> Park Commission Resolution No. 69-4, dated February 3, 1969, regarding <br /> the proposed "mini-park" concept, <br /> be adopted. <br /> The roll call vote was as follows: <br /> AYES: Councilmen Reid, Spiliotopoulos and Mayor Getton <br /> NOES: Councilmen Beratlis and Rega <br /> ABSENT: None <br /> <br /> P~op~se~ Apnexation Designated Annexation No. 58 <br /> Mayor Getton declared the public hearing open. <br /> Mr. Fales reported that the Local Agency Formation Commission, at their meeting <br /> on March 20th, denied the application to expand Annexation No. 58, because they <br /> felt that Pleasanton's need to annex the added area at this time was not sufficient <br /> to justify the creation of an unincorporated island within the City Limits. Mr. <br /> Fales stated that in addition, and most important, is that consummation of the <br /> expanded annexation would have included a portion of Foothill Road upon which a <br /> considerable sum of money must be expended by 1972 in order to allow proper traffic <br /> circulation for the Stoneson regional shopping center. Mr. Fales also stated that <br /> he has received indications from Alameda County that Pleasanton's chances of re- <br /> ceiving direct County aid on this project would be much greater if this portion of <br /> Foothill Road were still in the County at the time these expenditures have to be <br /> made. Mr. Fales recommended consummation of the original Annexation No. 58. <br /> <br /> e <br /> <br /> <br />
