Mr. McLaiu recommended that the City Council consider creating a Plan- <br /> ning Commission-Housing Authority liaison committee for the purpose of drafting <br /> a housing element for the General Plan prior to the deadline of July 1st required <br /> by the State. <br /> <br /> REPORTS OF BOARDS AND COMMISSIONS <br /> There were no reports from Boards and Commissions <br /> <br /> REPORTS OF THE CITY M~NAGER <br /> Fu~ther'Re~ort Re: Consideration of Establishin.~ an assessment district under the <br /> 1~13 Improvement Act financed with 1915 Act Bonds for Tract 2892 (~ougview} <br /> Mr. Fales read his report, dated March 7, 1969, which listed some of the <br /> conditions which should be applied to the use of 1915 Act Bonds when judging <br /> whether or not the use of 1915 Act is appropriate iu connection with the installa- <br /> tion of in-tract subdivision improvements. Mr. Fales stated that the conditions <br /> listed in his report are in addition to the basic policy decision regarding <br /> whether the installation of in-tract subdivision improvements are of over-all <br /> benefit to the City and are, therefore, in the general public interest. <br /> Mr. Fales also reviewed the Planning Commission's Resolution No. 820, dated <br /> September 25, 1968. <br /> After considerable discussion by the City Council, it was moved by Councilman <br /> R~id and seconded by Councilman Beratlis that the City staff be authorized to <br /> draft a resolution governing the use of the 1913 Improvement Act financed with <br /> 19~5 Act Bonds and setting for the criteria ou requests by private developers. <br /> The roll call vote was as follows: <br /> AYES: Councilmen Beratlis, Rega, Reid, Spiliotopoulos and Mayor Gerton <br /> NOES: None <br /> AB~E.NT: None <br /> <br /> <br />
