Proposed Annexation Designated AnneXation No. 58 Mr. Fales announced that the Local Agency Formation Commission has now sche- duled a public hearing on this matter for March 20, 1969. Mr. Fales recommended that any action await the L.A.F.C.'s decision. It was moved by Councilman Reid and seconded by Councilman Beratlis that the public hearing on Proposed Annexation No. 58 be continued on March 24, 1969. It was moved by Councilman Spiliotopoulos and seconded by Councilman Beratlis that the time extension on the supplemental report of the City Council Citizens Advisory Committee on Human Relations to June 1, 1969, be granted. The roll call vote was as follows: AYES: Councilmen Beratlis, Rega, Reid, Spiliotopoulos and Mayor Getton NOES: None ABSENT: None R~port of the Pleasanton Housing Authority Re: Housing Conference in_Los ABgeles~ Mr. Roger McLain, Commissioner of the Pleasauton Housing Authority, summarized the activities of the Housing Conference he artended iu Los Angeles on March 4th and 5th. Mr. McLaiu recommended that the City Council consider creating a Plan- ning Commission-Housing Authority liaison committee for the purpose of drafting a housing element for the General Plan prior to the deadline of July 1st required by the State. REPORTS OF BOARDS AND COMMISSIONS There were no reports from Boards and Commissions REPORTS OF THE CITY M~NAGER Fu~ther'Re~ort Re: Consideration of Establishin.~ an assessment district under the 1~13 Improvement Act financed with 1915 Act Bonds for Tract 2892 (~ougview} Mr. Fales read his report, dated March 7, 1969, which listed some of the conditions which should be applied to the use of 1915 Act Bonds when judging whether or not the use of 1915 Act is appropriate iu connection with the installa- tion of in-tract subdivision improvements. Mr. Fales stated that the conditions listed in his report are in addition to the basic policy decision regarding whether the installation of in-tract subdivision improvements are of over-all benefit to the City and are, therefore, in the general public interest. Mr. Fales also reviewed the Planning Commission's Resolution No. 820, dated September 25, 1968. After considerable discussion by the City Council, it was moved by Councilman R~id and seconded by Councilman Beratlis that the City staff be authorized to draft a resolution governing the use of the 1913 Improvement Act financed with 19~5 Act Bonds and setting for the criteria ou requests by private developers.
