MJBLIC HEARINGS <br />proposed Annexation Desi~nate4 Annexation No. 58 <br /> Mr. Fales announced that this matter has again been postponed by the Local <br />Agency Formation Commission until February 27, 1969, and recommended that the City <br />postpone any action until after L.A.F.C.'s decision on this revised annexation. <br /> Mayor Gerton declared the Public Hearing open. <br /> It was moved by Councilman Reid and seconded by Councilman Beratlis, that the <br />public hearing on Annexation No. 58 be continued until March 10, 1969. <br />The roll call vote was as follows: <br />AYES: Councilmen Beratlis, Rega, Reid, Spiliotopoulos and Mayor Gerton <br />NOES: None <br />ABSENT: None <br /> <br />MATTERS CONTINUED FOR DECISION <br /> There were no matters to be continued for decision. <br /> <br />SPECIAL REPORTS <br />~port of the Valley Planning Committee <br /> Councilman Rega reported that the Committee on By-Laws, Valley Planning Com- <br />mittee, has agreed that more than one alternate member may be appointed, but must <br />be appointed by the governing body of each jurisdiction represented. <br /> It was moved by Councilman Sptliotopoulos and seconded by Mayor Gerton that <br />Resolution No. 69-40, appointing Councilmen Beratlts and Reid as alternates on <br />the Valley Planning Committee be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmen Betailia, Rega, Reid, Spiltotopoulos and Mayor Getton <br />NOES: None <br />ABSENT: None <br /> <br /> Councilman Rega also reported that after a presentation on the Apperson Ridge <br />Quarry Plan by Mr. Fraley, County Planning Director, the Committee scheduled <br />another meeting for the last week in February in order to hear from the East Bay <br />Regional Park District, the Sierra Club, the Utah Mining Company, and the City <br />and County of San Francisco. Councilman Rega also stated that a Committee deter- <br />mined that a decision should be made following the next meeting and the Committee <br />recommendation forwarded to each member jurisdiction prior to the County Planning <br />Commission meeting of March 17, 1969, at which time a decision will probably be <br />made. <br /> Councilman Rega also reported on the U.S. 580-Foothill Road Off-Ramp Structure. <br />He stated that the Valley Community Services District requested Valley Planning <br />Committee concurrence in the alleviation of a hazardous situation at this inter- <br />section and the Committee agreed to assist in a possible solution of this problem <br />by requesting support from the elected bodies of each agency. <br /> After review of a map of this off-ramp and an explanation of the traffic flow, <br /> it was moved by Councilman Reid and seconded by Councilman Bergilia that Resolution <br /> No. 69-41, supporting the request of the Valley Community Services District re- <br /> garding the proposed abandonment of the off-ramp at the Interstate 580-Foothill <br /> Road interchange, be adopted. <br /> The roll call vote was as follows: <br /> AYES: Councilmen Beratlis, Rega, Reid, Spiltotopoulos and Mayor Gerton <br /> NOES: None <br /> ABSENT: None <br /> <br /> REPORTS OF BOARDS AND COMMISSIONS <br /> There were no reports from Boards and Commissions scheduled for this meeting. <br /> <br /> REPORTS OF THE CITY ~ANAGER <br /> Rpport Re: Alleged Violations of Waste dtscharRe requirements as set forth bVthe <br /> Regional Water Quality COntrol Board <br /> Mr. Fales reviewed the letter and the Checking Program Report from the Regional <br /> Water Quality Control Board and his reply. <br /> Mr. Campbell displayed a map showing the various sections of the City and the <br /> Sewer Phase-out program. <br /> <br /> R~ort Re: Adams Wa~L Construction <br /> Mr. Fales reviewed both Alternates cited in the report of the Director of Public <br /> Works. Mr. Fales recommended that Alternate B, which would be construction of the <br /> minimum improvements in order to provide a street opening, and would not deviate <br /> from the City's policy of generally assigning the costs of street improvements to <br /> the properties directly benefittng from these improvements. <br /> <br /> <br />
