The application of a tax on Admissions to the race track at the
Alameda County Fairgrounds is an equitable and fair method by
which the City may accrue revenue in order to offset expendi-
tures required due to the location of the racing facility in
the City.
2.The amount of admissions tax to be applied was agreed to be
10% of the paid grandstand admissions.
3. The Committee also agreed that such a tax should be imposed
by City ordinance, to be supplemented, if necessary, by an
agreement between the City and the Fair Board which would
replace the existing agreement.

Mr. Hirst stated that some other manner would have to be worked out to defray
the City's expenditure as the City, being a General Law City, cannot levy an
admissions tax on a County Racing facility.
Considerable discussion ensued regarding this matter. Mayor Getton asked the
City Attorney to work out some agreement by next week and asked Mr. Fales to
schedule another meeting with the Fair Liaison Committee to discuss this matter
further.

Matters for the Information of the Council
Mr. Fales announced that he would be absent from the City on February 26th,
27th, and 28th, to attend the Annual California City Managers Conference in
_.
