205 It was moved by Councilman Reid and seconded by Councilman Beratlis that Ordinance No. 545, annexing certain properties containing 13.3 acres located adjacent to First Street and Stanley Boulevard and designated as Annexation No. 57, be introduced. The roll call vote was as follows: AYES: Councilmen Beratlis, Rega, Reid, Spi!iotopoulos and Mayor Gerton NOES: None ABSENT: None P~oposed Annexation desi~ted Annexation No. 58 Mayor Gertcn declared the Public Hearing open. Mr. Fales reported that Proposed Annexation No. 58 has recently been amended to include substantially more property and this amended proposal is currently pendi~E before the Local Agency Formation Commission. Mr. Fales advised the Council that this new proposal will not be heard by that Commission until February 20, 1969, and recommended that the public hearing be continued until the City Council meeting of February 24, 1969. It was moved by Councilman Spiliotopoulos and seconded by Councilman Rega that the public hearing on the proposed Annexation No. 58 be continued at 8:00 P.M. on February 24, 1969. No. 69-2 Re: City Council policy regardin~ limitation of terms of the Planning~ and Recreation and Park Commissions Councilman Rega reaffirmed his position regarding his opposition to limiting the terms of the Planning and Recreation and Parks Commissioners. He stated that he felt that if the incumbent was more highly qualified than any candidate, he should not be restricted from serving on the Commission. Councilmen Spiliotopoulos and Beratlis stated their reasons for limiting the terms. Councilman Reid stated that the City Council has the responsibility and obli- gation in maPdng appointments to these Commissions and felt that the terms should not be limited. Mayor Gerton elaborated on both sides of the issue and felt that because of the incumbents experience, the incumbent would be at an advantage over a highly qualified person desiring the appointment. It was moved by Councilman Rega and seconded by Councilman Reid that Resolution No. 69-16, rescinding Resolution No. 69-2 and not limiting the terms of the Planning and Recreation and Parks Commissioners, be adopted. The roll call vote was as follows: AYES: Councilmen Beratlis, Spiliotopoulos and Mayor Gerton NOES: Councilmen Rega and Reid ABSENT: None Councilman Rega stated that in all future City Council appointments, he will have no alternative but to vote individually and not collectively for the candi- date as he will not participate in any unanimous decision unless he feels that the candidate is the most qualified. Councilman Rega also stated that he regrets having voted for Resolution No. 69-2 on January 13, 1969, and felt that the entire Council acted hastily. Councilman Rega directed the City Clerk to enter his statements in the Minutes as a public record. SPECIAL REPORTS There were no Special Reports to be heard at this meeting.
