D FOR DECISION <br />Reconsideration of ResolutiOn. No. 69-2 Re: City Council policy regardin~ limitation <br />of terms of the Planning~ and Recreation and Park Commissions <br /> Councilman Rega reaffirmed his position regarding his opposition to limiting <br />the terms of the Planning and Recreation and Parks Commissioners. He stated that <br />he felt that if the incumbent was more highly qualified than any candidate, he <br />should not be restricted from serving on the Commission. <br /> Councilmen Spiliotopoulos and Beratlis stated their reasons for limiting the <br />terms. <br /> Councilman Reid stated that the City Council has the responsibility and obli- <br />gation in maPdng appointments to these Commissions and felt that the terms should <br />not be limited. <br /> Mayor Gerton elaborated on both sides of the issue and felt that because of <br />the incumbents experience, the incumbent would be at an advantage over a highly <br />qualified person desiring the appointment. <br /> It was moved by Councilman Rega and seconded by Councilman Reid that Resolution <br />No. 69-16, rescinding Resolution No. 69-2 and not limiting the terms of the Planning <br />and Recreation and Parks Commissioners, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmen Rega and Reid <br />NOES: Councilmen Beratlis, Spiliotopoulos and Mayor Getton <br />ABSENT: None <br /> ~ec. on~' ~ ~o~1,~.,~ ~/~t~,~io~ <br /> It was moved by Councilman Beratlis~that Resolution No. 69-16, amending <br />Resolution No. 69-2, to include the limitation of terms to the Housing Authority <br />Commissioners and to all subsequent Commissioners, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmen Beratlis, Spiliotopoulos and Mayor Gerton <br />NOES: Councilmen Rega and Reid <br />ABSENT: None <br /> <br /> Councilman Rega stated that in all future City Council appointments, he will <br />have no alternative but to vote individually and not collectively for the candi- <br />date as he will not participate in any unanimous decision unless he feels that <br />the candidate is the most qualified. Councilman Rega also stated that he regrets <br />having voted for Resolution No. 69-2 on January 13, 1969, and felt that the entire <br />Council acted hastily.
